"Show me results." It's a common enough phrase, but not everything in life can be settled quickly.
「結果を出せ」という言葉をよく聞くが、人生、すぐに結果が出ることばかりではない。
Part of my life can provide an example.
私の場合もそうだ。
For many years, I wasn't sure how to handle a situation where I encountered one of my patients in the restroom. 病院のトイレで患者さんに会ってしまったときにどうすればよいか、長年わからないままだった。
If it was someone who had come in to the hospital that day but had not yet seen me, it would be odd to say, "How have you been doing?" and suddenly begin their session then and there. In the case of a patient who had just finished a meeting with me, I was even less sure what to say.
これから診察という人に「いかがですか」とそこでいきなり問診を始めるのもおかしいし、いま診察室を出たばかりの人の場合は、さらに何と声をかけてよいかわからない。
In my 30s I handled this restroom situation by pretending I hadn't seen the patient. In my 40s, I would say, "Hi," but the situation still felt somehow awkward.
結局、30代のころは「見て見ぬふり」、40代は「どうも」などとあいまいなあいさつをしてごまかしたが、それでもなんとなく気まずさが残る。
There was even a period when I purposely used the restroom on a different floor to avoid the possibility of meeting a patient.
「誰かに会うのが怖い」とわざわざ別の階のトイレに行っていた時期さえあった。
It wasn't until my 50s that I realized I needn't be particular about how I handle the situation, that I could keep a natural expression and just say something like, "It's awful rain, isn't it?" or "It's been hot lately, hasn't it?"
無理に「こうしなければ」と思わずに、自然な表情で「雨がひどいですね」「まだ暑いですね」と天候の話などをすればいいのだ、と気づいたのは、50代になってから。
In the end, my ridiculous "restroom anxiety disorder" took a whole 25 years to disappear.
私のおかしな“トイレ恐怖症”が消えるまで、実に25年もかかったのだ。
In my consultation room, I often hear stories like, "It wasn't until I turned 60 that my feelings of antagonism toward my father disappeared.
診察室でも、「60歳になってやっと父親へのわだかまりが消えてきた」といった話をよく聞く。
" Particularly when dealing with people, even if we feel things like "I can never forgive them," "I want an immediate apology," or "I never want to meet them again," as time passes it is not uncommon that their relations with the other people gradually improve.
とくに人間関係の場合、「許せない」「すぐに謝ってほしい」「二度と会いたくない」などと思っていても、時間がたつうちに自分も相手も、お互いの関係性もゆるやかに変わっていくことが少なくない。
Often those patients who hurry in for a counseling session want a solution for their problems quickly. Calming them and getting them to let some time pass may be a duty of psychiatrists like me.
診察室に駆け込んで来る人は「今すぐ答えを出したいんです!」とあせっていることが多いが、彼らに「まあ、もう少し待ってみましょうよ」と時間かせぎをさせるのが、私たち精神科医の仕事かもしれない。
If they think and act calmly and carefully, anyone should be able to find an answer or produce a result they are satisfied with.
誰でも、じっくり考えたり取り組んだりすれば、自分が納得できる答えや結果は出せるはず。
Sometimes, though, people cannot wait that long, and jump to a mistaken conclusion.
ただ、それまでの時間を耐えられないので、間違った結論をすぐに出してしまおうとするのだ。
Of course, at a company or other business scene, we cannot exactly say, "Could you give me around 20 years for that?
もちろん、会社でのビジネスなどでは、「結果が出るまで、あと20年くらい待っていただけませんか」とは言えないだろう。
" Plus, we are sometimes given limits to produce results, like "within this fiscal period," or "by next week," and that can cause us a lot of stress.
「今期のうちに」「来週までに」と期限を区切られ、結果を出すことを要求される場合もあるが、それは心にとって大きなストレスになる。
If we fail to meet such a deadline and get scolded by a boss, we shouldn't immediately judge ourselves.
もし、期限までに結果を出せずに上司などに叱られたとしても、せめて「オレってダメだな」とすぐに自分への評価を出さないでほしい、と思う。
We may feel down then, but three or even 10 years later that experience may take on a different meaning, and we may start to feel, "It's a good thing that I messed up then."
そのときは落ち込むかもしれないが、その経験も3年後、10年後には意味がかわり、「あのとき失敗してよかった」ということになるかもしれないからだ。
We mustn't judge everything on what we see right before us.
目の前の結果だけで、すべてを決めつけないで。
My thinking is that we come to see the true meaning of things only after time has passed.
時間をかけて見えてきたことだけが、ホンモノなのだと私は考えている。

クローズアップ2011:沖縄密約文書「廃棄の可能性」 許した国の「逃げ得」
1972年といえばスラチャイが大学を卒業した翌年にあたります。
あの頃の新聞社には記者魂に満ちあふれた記者たちが満ちあふれていたような気がします。
今の新聞社には、身体を張って政治や行政の悪をあばくような人たちが少なくなっているのではないでしょうか。
この国の司法、立法、行政、どこもかしこもタガがゆるんできているような気がしています。
無実の人を無理矢理罪人に仕立て上げる検察やいまいち歯切れの悪い裁判所の判決。
ちょっと危ないのかも。

Court ruling in secret papers case allows gov't a way out of disclosing information
クローズアップ2011:沖縄密約文書「廃棄の可能性」 許した国の「逃げ得」
◇情報公開の枠外容認
The Tokyo High Court on Sept. 29 dismissed demands for disclosure of diplomatic papers that reveal a secret pact between Japan and the U.S. over the 1972 reversion of Okinawa, concluding that the government was no longer in possession of the papers and also stating that the government may have discarded the documents.
沖縄返還(72年)を巡る日米間の密約を示す文書の開示を求めた訴訟の29日の控訴審判決は、「文書廃棄の可能性」にまで踏み込む一方、その裏返しとして「文書は現存しない」と判断、原告の訴えを退ける結果となった。東京地裁、東京高裁による一連の裁判は情報公開制度における門戸を広げながら、最終的に国の「逃げ得」を許してしまうという課題も残した。
The decision was handed down at an appeal trial following a Tokyo District Court ruling in April 2010, in which Presiding Judge Norihiko Sugihara eliminated criteria that had held the plaintiffs responsible for proving that the documents they are seeking still exist -- an arrangement that was very advantageous for the government.
1審・東京地裁の判決が示されるまで、不開示文書の存在を立証する責任は原告にあるとされ、極めて国に有利な仕組みだった。
He said: "If the plaintiffs can prove that the documents were compiled and retained at some point in the past, unless the government can show that the papers were no longer in its possession due to abandonment or transfer out of its control, it will be assumed that the government was in possession of the documents at the time it rejected demands for the papers' disclosure."
ところが10年4月の1審・東京地裁判決で、杉原則彦裁判長は「原告が過去のある時点で文書が作成・保有されていることを立証した場合には、国が廃棄や移管により保有が失われたことを立証しない限り、不開示決定の時点においても保有していたと推認される」として、原告の立証要件を緩和。
Sughihara's ruling, which was hailed as groundbreaking, also said that a criterion for ruling on the existence of highly confidential papers like the Okinawa reversion papers would be whether the state conducted "a reasonable and thorough search."
また、沖縄密約文書のような秘匿性の高い文書の不存在決定を出す際には「合理的かつ十分な探索」による国側の調査を行ったかどうかを、保有の有無を推認する基準として初めて示し「画期的」と評価された。
Judge Kaoru Aoyagi, who presided over the government's appeal at the Tokyo High Court, generally adhered to Sugihara's ruling on surmising the existence of documents, but added two conditions: that the documents are normally stored under management at or exceeding a certain level and that there are no special circumstances that cast doubt on such surmising.
2審・東京高裁(青柳馨裁判長)も基本的には1審のこの考え方を踏襲。ただしその条件として(1)文書が通常であれば一定水準以上の管理体制下に置かれている(2)保有の推認を妨げる特段の事情がない--ことを挙げた。
Based on searches at both the Foreign Ministry and the Finance Ministry that failed to turn up the documents in March 2010, Aoyagi denied that the situation fulfilled the former criteria: "There was a great possibility that unlike standard documents, (the secret-pact papers) were highly likely stored in a manner known only to a select few officials.

As for the latter criterion, Aoyagi pointed to the highly confidential nature of the documents and the possibility that they were destroyed before the Information Access Act came into force, concluding: "There are special circumstances that cast doubt on the government still being in possession of the documents at the time it refused to disclose them (over 30 years after the documents' creation)."
(2)についても、文書の秘匿性が高く情報公開法施行前に廃棄した可能性があることなどから「(文書作成から三十数年以上が経過した)不開示決定時にも保有していたという推認を妨げる特段の事情がある」と判断した。
Former Mainichi Shimbun reporter and plaintiff Takichi Nishiyama criticized the ruling. "To say that (existence of the documents cannot be surmised) because the documents were not stored normally and were destroyed is completely removed from regular people's common sense," he said. "The spirit of the information access act has been trampled on."
原告の西山太吉・元毎日新聞記者は会見で「通常の管理と違うとして『文書は廃棄されたから仕方がない』と認めるだけの判決は社会常識とかけ離れている。情報公開法の精神がじゅうりんされた」と批判。
The latest ruling could be interpreted as having taken into account the special ways of keeping official documents not encompassed by the freedom of information law. It leaves many challenges for Japan's system of information transparency.
法が前提としていない公文書の特殊な取り扱いを認めたとも言える今回の判決は、情報公開制度に課題を残した。

控訴審判決について、外務・財務両省は「主張が認められた」と評価。一方、判決が「文書が秘密裏に廃棄された可能性」を指摘したことについては、再調査をする考えはないとの姿勢を示した。09年政権交代の成果の象徴ともいえる密約調査だが、政官関係の正常化を目指す野田政権内で文書廃棄問題を追及する機運は乏しい。
「『ないものはないんだからすいません』という話」。外務省出身でもある山口壮副外相は29日の記者会見でこう語った。財務省は「国側の主張が認められたものと理解している」(総合政策課)とのコメントを発表した。「公文書の保存管理で歴史的資料を残すとの観点が希薄だった。結果的に重要な歴史事実の検証が困難になっていることは反省している」(財務省幹部)との声もあるが、藤村修官房長官ら政権中枢は再調査への消極姿勢で足並みをそろえた。
外務省の有識者委員会が昨年3月に公表した報告書は、沖縄返還時の原状回復補償費の肩代わり密約について「広義の密約」との見解を示した。ただ、根拠となる議事要旨の文書は見つからず、関連文書が廃棄された可能性を指摘した。
さらに同月、東郷和彦元外務省条約局長が衆院外務委員会で「外務省の内情をよく知る人から(01年の)情報公開法施行前に関連文書が廃棄されたと聞いた」と語り、密約関連文書をまとめ、後任局長の谷内(やち)正太郎元外務事務次官に引き継いだと証言。岡田克也外相(当時)も「外交文書欠落調査委員会」を設置して聞き取り調査をしたが、文書の所在は分からず、廃棄した可能性を認める報告書を昨年6月に公表するにとどまった。
谷内氏は29日、毎日新聞の取材に「本件については一切関知していない」と述べ、文書廃棄について改めて否定した。
日大法学部の信夫隆司(しのぶたかし)教授(日米外交史)は「外務省の密約調査は、有識者委員会に諮る前に、内輪で調べたもの。網羅的で徹底した調査をしたというが、信用できるのか。廃棄していたとしたら、文書管理規定違反であり、責任を問わないのはおかしい。誰がなぜ廃棄したのかをはっきりさせないと、文書の不存在は明確にならない」と話した。【山本明彦、西田進一郎、大貫智子】

In its manifesto for the 2009 Lower House election, which led to historic regime change, the Democratic Party of Japan pledged to ban political donations by companies and other organizations.

タイ語の子音には二重子音という厄介なものがあります。ふたつの子音を同時に発声すると解説書には書かれていますが、厳密には可能な限り短い時間内でふたつの子音を発声するということです。
具体例をあげます。

ล 頭子音 l
า 母音 aa
「p」と「l」とを、ほぼ同時に発声するので、パーに聞こえます。
実際、タイ人でも教育程度の低い人ほど「l」を省略してパーと発声する人が多いです。
教育を受けた人は、その程度が高いほど、この二重子音の発声は厳格に守る傾向にあるようです。
