U.S. President Barack Obama's electrifying victory two years ago, when Americans enthusiastically welcomed a liberal president, now seems like an event in the distant past.
 リベラルな大統領誕生に米国が熱狂した2年前が、遠い過去に思える。

The American voting public delivered a harsh verdict on Obama in the midterm elections.
オバマ大統領は米議会の中間選挙で、国民の厳しい審判を受けた。

The Democratic Party led by Obama lost its majority in the House of Representatives, handing over the legislative leadership to the opposition Republican Party. Democrats managed to maintain control of the Senate, but allowed Republicans to expand their strength sharply.
 大統領の率いる民主党が下院で過半数を割り、野党共和党に主導権を奪われた。上院はかろうじて多数を保ったものの、大幅に議席を減らした。

The results of the midterm elections don't necessarily foreshadow the outcome of the presidential race in two years. But it is clear that Obama needs to reinvent his strategy for re-election.
中間選挙は、そのまま2年後の大統領選挙を占うものではない。だが、オバマ氏は再選に向け、戦略の全般的な練り直しを迫られることになった。

In pre-election polls, about 60 percent of the respondents cited the economy and unemployment as their issue of primary concern.
 選挙前の世論調査で、約6割が経済・失業問題を最大の関心事と答えた。

Republican candidates criticized Obama's health-care legislation as a symbol of big government.
 大統領が政権の命運をかけて実現した医療保険改革も、その恩恵が十分感じられる前に、「大きな政府」のシンボルとして攻撃の的となった。

A major contributor to the Republican resurgence was the Tea Party, a new grass-roots, conservative political movement that began in 2009.
 共和党を押し上げたのは草の根保守のティーパーティー(茶会)である。

The civic movement derives its name and spirit from the Boston Tea Party, an iconic American political incident during the period of the American Revolution. On Dec. 16, 1773, a group of colonists opposed to the Tea Act passed by the British Parliament sneaked into British East India Company ships and destroyed shiploads of taxed tea by throwing them into Boston Harbor.
独立革命期の米国で、英議会が制定した茶税法に反対して、東インド会社の船に忍び込み、積み荷を海中に投じたボストン茶会事件にちなんで始まった市民運動だ。

The Tea Party movement succeeded in uniting conservative groups of various stripes through a focused campaign against big government spending, generating a wave of anti-Obama anger.
様々な主張をもつ保守勢力を、政府支出への反対という一点に絞って団結させ、「反オバマ」のうねりを引き起こした。

The Obama White House now faces tough political dickering over key legislative initiatives with a divided Congress.
 ホワイトハウスは今後、民主、共和でねじれた議会を相手に、政治的駆け引きを強いられる。

A swollen federal deficit is restraining the government's ability to take additional measures to stoke economic growth, such as tax cuts.
すでに財政赤字が膨らんでおり、減税などの景気刺激策にも限りがある。

The health-care reform could be rolled back, depending on how Republicans deal with the issue.
医療保険改革も共和党次第で後戻りしかねない。

A political gridlock at home would have serious repercussions on U.S. diplomacy.
 内政に手詰まると、外交にも影響が及ぶだろう。

That would be unfortunate because there is a long list of challenges confronting the international community that could not be dealt with effectively without leadership from the United States.
米国の指導力なしに前に進めない課題が国際社会にたくさんある。

Such international challenges include how to end the war in Afghanistan, how to break the impasse in negotiations over a post-Kyoto Protocol climate treaty to stop global warming and how to promote international cooperation to deal with the nuclear ambitions of North Korea and Iran and push the world toward a nuclear-free future.
アフガニスタン戦争にどう終止符を打つか。「京都議定書」以後の地球温暖化防止交渉をどう打開するか。北朝鮮やイランの核問題でどのように国際協調を強め、「核のない世界」へと歩を進めるか。

Washington also needs to figure out a way to rebuild its relations with Japan, which have been strained by the Futenma air base issue, under a new diplomatic strategy for East Asia, where China is rising as a leading power.
中国が台頭する東アジアで、基地問題でつまずいている日本との関係をどう組み立て直すか。

U.S. Congress, with enhanced Republican ranks as a result of the Tea Party boom, holds the key for efforts to tackle tough challenges on both the domestic and diplomatic fronts.
 内政、外交ともに、茶会ブームに乗って共和党が議席を増やした議会の動向が、鍵を握る。

There are some extreme arguments within the Tea Party, such as a call for complete liberalization of health care without any government intervention. The movement disagrees with the Republican mainstream on many important issues.
茶会には医療保険への政府介入を撤廃する「完全自由化」などの極論もあり、共和党本流とは異なる点も多い。

It is also doubtful whether lawmakers supported by the Tea Party will pay serious attention to international issues.
また、茶会の後押しを受けた議員たちが、どれだけ国際問題に目を向けるか疑問である。

The United States still remains the biggest pole in an increasingly multipolar world and must fulfill the responsibility that status entails.
 世界は多極化しているが、今も米国が一番大きな極であり、米国にはそれにふさわしい責任がある。

Neither Congress nor the president should adopt an even more inward-looking attitude.
 議会も大統領も、これ以上の内向き志向に陥ってはならない。

We hope U.S. political leaders will debate various important policy issues with the kind of international sensibility they are expected to have in this age of globalization and demonstrate their expected problem-solving abilities.
グローバル化時代にふさわしい国際感覚を持って議論を重ね、米国の持つ問題解決能力を十分に発揮する政治を望みたい。

黒木さん自殺?他殺?

警察ジャーナリスト黒木昭雄(くろきあきお)さんは11月2日に自殺されたようですが、その真相はまだ闇の中です。
関連記事を掲載するとともに、黒木さん生前の最後のブログ記事を掲載(転載)します。
何故ならこの記事の拡散・転載が黒木さんの切なる願いであったからです。
黒木さんのブログはその多くの重要な部分が誰かにより密やかに抹消消去されてしまっているということです。
黒木さんは手持ちの資料で抹消消去された記事の復元作業でとても忙しかったみたいです。
まるでお隣の国のような無法、卑劣な行為はとうてい許されるものではありません。
ここに謹んで黒木さんのご冥福をお祈りいたします。
黒木さんのお気持、スラチャイの胸にも響きましたよ。
安らかにお眠りください。

変死警察ジャーナリストに何があったのか 追及していた女性殺害事件との関連性は


   自家用車の中で変死した警察ジャーナリストの黒木昭雄さん(52)が、家族などに遺書を残していたことが分かった。亡くなる直前まで、岩手17歳女性殺害事件の真犯人を追及していた黒木さんに、何があったのか。
「税金が警察の犯罪隠しに使われています」岩手県警の捜査失態を追及の最中に黒木昭雄さんはツイッターで、変死が見つかる前日の2010年11月1日も、精力的に情報を発信していた。テーマは、岩手県内で08年7月1日に無職少女(17)が他殺体で見つかった事件を巡る疑惑についてだ。黒木さんはこれまで、週刊朝日などで、岩手県警が指名手配した容疑者とは別に真犯人がおり、警察は捜査の失態を隠していると批判し続けていた。


   今回のツイッターでは、容疑者の懸賞金が100万円から300万円に増額されたと指摘し、警察庁が岩手県警から依頼されたことを隠していると訴えた。これまでの主張からみると、県警が捜査を続けているとの見せかけを作ろうとしたと言いたいらしい。


   さらに、黒木さんはブログでも、ツイッターと同日に、同様な訴えを載せた。そして、10月1日付ブログで、県警や警察庁などの重要部分の記事が狙い撃ちされたように削除され、その復元を進めていることを明かし、11月1日も復元記事の一部を紹介している。


   その精力的な情報発信ぶりに、ネット上では、黒木さんがとても自殺したとは思えないと疑問の声が渦巻いている。練炭自殺を装った殺人事件があっただけに、2ちゃんねるでは、死の真相を巡って次々にスレッドが立っているほどだ。


   千葉県警市原署によると、黒木さんが自宅に近い同県内の寺院駐車場にとめた自家用車の助手席で座ったままぐったりしていると、家族から11月2日昼近くに 119番通報があった。練炭は車内後方で見つかったという。同署の副署長は、取材に対し、検死をしたものの、「事件性はない」として司法解剖はしないことを明らかにした。遺書の有無については、遺族感情を配慮して言えないとしている。
事件の取材巡って精神的な重荷?


   岩手の殺害事件では、容疑者とされた男性の父親が、息子は事件当日にアリバイがあり、手に大けがをしていて首を絞めることはできない、などと主張。…


国や県などに対し、指名手配の差し止めや損害賠償を求める訴訟を2010年6月30日に盛岡地裁に起こしている。


   父親の代理人をしている清水勉弁護士は、取材に対し、黒木昭雄さんから死の直前にメールなどで遺書が送られてきたことを明らかにした。家族にも、遺書とみられるメールを送っていた。こうしたことから、清水弁護士は、黒木さんが自殺したのではないかとみている。


   家族が黒木さんを見つけたのも、自殺の危険を知って探していたためらしい。亡くなっているのが見つかった寺院の敷地内には、同じ警察官だった父親が眠っている墓があった。


   清水弁護士は、近く黒木さんの遺族と話し合いの機会を持つという。


   関係者によると、黒木さんは、ジャーナリストとして、岩手の事件を巡る仕事上の悩みを抱えていたという。しかし、何が精神的な重荷になっていたのか、真相はまだナゾのままだ。

拡散と転載を希望します




小原容疑者に懸けられた懸賞金が今日、11月1日、300万円に増額されました。


小原勝幸をめぐる事件に、謎が多い事はこれまでに散々書きました。


しかし、「捜査中」の一言で、つぶされてきた事も事実です。ですが、この懸賞金の掛け方についてだけは、私は強力に抗議します。




もとより懸賞金はポスターの一枚に至るまで税金で賄われます。


ならば、懸賞金が懸けられた経緯を知る権利が国民にあります。しかし警察庁は答えず、


5月の決算委員会で質問すると約束した藤田幸久代議士も質問しませんでした。




「岩手17歳女性殺害事件」の裏にはとてつもないウソが隠されています。しかし、それを暴く為には個人には限界があります。私は、全ての国会議員に、なぜ小原に懸賞金が懸けられたのかの追及を要求します。その経緯がつまびらかになれば、「岩手17歳女性殺害事件」の謎も解き明かされると信じるからです。




警察庁は岩手県警の請託を受けて小原に懸賞金を懸けた。


わたしは、そう思っています。




なお、こjのブログは削除される可能性が非常に高く、前回不正に削除されたその目的は、「警察書類が懸賞金の謎を暴く」と題する本稿の抹殺と思われます。


どうか皆さん、転載をお願いします。そして、マスコミがこぞって立ち上がり追及することを望みます。

太平洋経済連携 交渉参加へ農業改革を進めよ(11月4日付・読売社説)

How should Japan open its market to farm products from abroad while reforming the agricultural sector? Japan should quickly take steps to regain lost ground in its trade policy.
 農業改革に取り組みながら、市場開放にどう備えるか。出遅れた通商政策の巻き返しへ、日本は決断を急ぐべきだ。

Attempts to hammer out a consensus between the government and the Democratic Party of Japan over whether Japan should join the Trans-Pacific Partnership (TPP) agreement have reached a climax. Nine countries, including the United States and Australia, are negotiating an expanded economic partnership framework.
 米国や豪州など9か国が交渉中の「環太平洋経済連携協定(TPP)」に参加するかどうかを巡り、政府と民主党の調整が大詰めを迎えた。

The DPJ-led government will compile a basic policy on economic partnership agreements, including the TPP, with the Cabinet expected to approve the policy Tuesday. Prime Minister Naoto Kan has been a vocal advocate of giving consideration to joining the negotiations. Accordingly, the government needs to spell out its proactive stance on the TPP.
 政府はTPPを含めた経済連携協定(EPA)の基本方針をまとめ、9日にも閣議決定する。「TPP交渉への参加検討」を表明した菅首相の意向に沿い、積極姿勢を打ち出すべきである。

However, the Agriculture, Forestry and Fisheries Ministry, agricultural organizations and many DPJ members oppose the TPP. This has complicated the government's efforts to draw up the policy.
 しかし、農林水産省や農業団体、党内のTPP反対派は抵抗し、方針作りは難航している。

One compromise that has been floated would see Japan join the negotiations primarily to collect information on the framework, without specifying whether the nation will join the agreement.
TPP参加を明言せず、「情報収集のための協議に入る」という妥協案も浮上している。

This plan would effectively put off Japan's joining the negotiations and mark a retreat from Kan's position.
 この案は、交渉参加を事実上、先送りし、首相表明からの後退を意味するものだろう。

Better in than out

The prime minister needs to exercise strong leadership to ensure Japan is not left out of the TPP. Next week's summit meeting of the Asia-Pacific Economic Cooperation forum in Yokohama would be a perfect opportunity for Japan to make clear its intention to join the TPP.
 TPPに乗り遅れないよう、首相は指導力の発揮が求められる。横浜で来週開かれるアジア太平洋経済協力会議(APEC)が、TPP参加の決意を表明する絶好の機会となるはずだ。

The TPP agreement is based on the free trade agreement that came into force with four original members--Brunei, Chile, New Zealand and Singapore. Five more nations, including the United States, later joined the negotiations.
 TPPは、チリなど4か国が始めた自由貿易協定を基に、後から米国などが交渉に加わった。

The TPP's rules would abolish tariffs on commodities in principle. The nine nations have been negotiating with a target of concluding a final agreement next autumn.
関税撤廃が原則とされ、来秋の合意を目指している。

As Canada, China and South Korea are reportedly interested in joining the talks, the TPP likely will expand into a huge economic partnership agreement.
カナダ、中国、韓国も関心を示し、巨大な経済連携に発展する可能性が高い。

If Japan does not join the TPP, this nation will be shut out of an international framework that will be crucial for its economic growth. Furthermore, Japan would not have any say in deciding the rules concerning trade and investment for the Asia-Pacific region.
 日本がTPPに不参加なら、経済発展に欠かせない枠組みから締め出されてしまう。日本抜きでアジア太平洋の貿易や投資のルールが決まる不利益も懸念される。

This is precisely why we think Japan should quickly join the TPP negotiations and get involved in working out plans and rules for trade liberalization.
 だからこそ、日本は早期に交渉に加わり、貿易自由化の段取りやルール作りについて、積極的に関与していく必要がある。

Domestic concerns

However, the biggest cause for concern is the likelihood that Japan would be pressed to abolish tariffs on agricultural products such as rice, which have been protected by high import duties.
 ただ、最大の懸案は、高関税で保護されている日本のコメなどの農産物も関税撤廃を迫られかねないことだ。

Under the Uruguay Round of talks conducted under the General Agreement on Tariffs and Trade in 1993, Japan partially opened its market to rice imports. The government has provided farmers with assistance worth 6 trillion yen, but the international competitiveness of Japanese agricultural products remains weak.
 コメ市場を開放した1993年のウルグアイ・ラウンドで、政府は6兆円の農業支援策を実施したが、国際競争力は弱いままだ。

We think the government was wise to establish a "headquarters for promoting agricultural reform" in conjunction with the TPP.
 政府がTPPに関連し、「農業改革推進本部」を新設する方針を決めたのは妥当と言える。

However, Japan needs to quickly enhance the international competitiveness of its agricultural products. To this end, the government should review its dole-out policy of offering income support for individual farming households and instead provide more assistance to farmers growing such products as rice and wheat.
 農産物の競争力強化を急がねばならない。戸別所得補償制度による農家へのばらまきを改め、コメや小麦などの担い手農家に支援を集中した上で拡充すべきだ。

Consolidating farmland will be essential to increase the number of farmers capable of surviving trade liberalization.
 農地の集約を促して、貿易自由化に対応できる農家を増やすことが肝要だ。

The issue boils down to whether Japan can build a nation open to free trade while at the same time fostering farming households that are internationally competitive.
 開かれた国づくりと、農業を両立させる道が問われよう。

北方領土訪問―交渉の成果無にするのか

Russian President Dmitry Medvedev on Monday visited Kunashiri Island, ignoring the Japanese government's warning that such a trip would seriously hurt the bilateral relationship. We believe that it has.
Kunashiri is one of the four Russian-held islands in the disputed Northern Territories off Hokkaido.
 日ロの関係を大きく傷つけた動きと言わざるをえない。
 「両国関係に重大な支障が生じる」という日本政府の警告を振り切って、ロシアのメドベージェフ大統領が北方領土の一つ、国後島を訪問した。

This was the first visit by a Russian leader to the Northern Territories. Even in the Soviet era, when the Kremlin insisted there was "no territorial issue (with Japan)," no leader of that country set foot in the Northern Territories.
 ロシアの最高指導者が北方領土を訪れたのは、これが初めてだ。「領土問題は存在しない」と強弁していた時代の旧ソ連の最高指導者ですら、ここに足を踏み入れたことはない。

A complex mesh of history and popular sentiments renders any territorial dispute extremely difficult to resolve.
 領土問題は、互いの歴史や国民感情と複雑に結びついており、解決が極めて難しい。

Medvedev himself had stressed the importance of calm and reasoned discussion. Tokyo and Moscow have repeatedly agreed to seek a negotiated settlement.
だからメドベージェフ氏自身が、静かな環境で話し合う必要を強調してきた。北方四島の帰属問題を交渉で解決することを、ロシア政府も日本政府と何度も合意している。

Yet, Moscow unilaterally set Medvedev's trip schedule. Foreign Minister Sergey Lavrov stated to the effect that it is up to the president to decide where to go in his own territory.
 なのに、ロシア側は「自分の領土のどこに行くかは、大統領自身が決める」(ラブロフ外相)と、訪問を強行した。

We must say Moscow's highhandedness could undo any progress made so far in bilateral talks.
これまでの交渉の成果をほごにしかねない乱暴なやり方だ。

Prime Minister Naoto Kan expressed regret in the Diet, saying, "The four islands are our territory." Foreign Minister Seiji Maehara summoned Russian Ambassador Mikhail Bely and pointed out that Medvedev's visit conflicted with Japan's basic position on the territorial issue and hurt the feelings of the Japanese people.
 日本側は、菅直人首相が「四島はわが国の領土である」と国会で遺憾を表明した。前原誠司外相もロシアのベールイ駐日大使を呼び、「日本の原則的立場と相いれず、わが国民感情を傷つける」と抗議した。

Tokyo must pursue every diplomatic avenue to make its stance clear to Moscow.
今後も外交手段を尽くして、日本の立場をロシア側にはっきりと伝えていくべきだ。

Medvedev's trip can be interpreted in a number of ways.
 今回の動きは様々な見方ができる。

With the next presidential election coming up in 2012, perhaps Medvedev wanted to project an image of a strong leader.
 再来年の大統領選に向け、メドベージェフ氏が強い指導者ぶりを示したかったのかもしれない。

Another possibility is that Moscow, which is now reinforcing its cooperation with China and is also well aware of Tokyo's shaky diplomacy with Beijing over the Senkaku Islands dispute, decided to see how Tokyo would react.
中国と共同歩調を強めるロシアが、尖閣諸島の領有問題に揺れる日本外交の足元をみて、揺さぶりをかけた可能性もある。

Japan didn't help matters by repeatedly accusing Russia of illegally occupying the four islands. The harsh accusations partly invited Moscow's hard-line reaction.
 日本側も、「不法占拠」などの声高な主張を繰り返したことが、ロシア側の強硬な反応を招いた面がある。

Russia will not benefit from damaging its relationship with Japan now, however.
 だが、いま日本との関係を損なうことはロシアにもマイナスだろう。

Together with the United States, Russia will formally participate in the East Asia Summit from next year. The summit is a forum held annually by nations in the region, including Japan, China and Southeast Asian countries.
 ロシアは米国とともに、日中や東南アジア諸国などがつくる東アジアサミットへの正式参加が決まった。

With an eye on promoting development in the Russian Far East and Siberia, Moscow has been increasingly involved in Asia-Pacific affairs.
The country is expected to play a more constructive role in furthering regional economic integration and security.
ロシアは極東やシベリアの開発をにらんでアジア・太平洋地区への関与を強めており、経済統合や安全保障の問題でより建設的な役割を果たすことを求められる。

At a time such as this, Japan and Russia have much to gain by expanding their collaborative relationship.
そうしたおりに、日ロが関係を進めて連携の可能性を広げる利益は、両国にとって極めて大きい。

Medvedev's visit was another reminder of the difficulty of diplomacy with Russia.
 今回改めて示されたのは、対ロシア外交の難しさだ。

Whenever an advance was made in Japan-Russia relations in the past, Japan had a clear vision for the improvement of mutual interests. One example was the "Eurasian diplomacy" concept advocated by former Prime Minister Ryutaro Hashimoto.
過去、日ロ関係が進展に向かう時には、橋本龍太郎元首相の「ユーラシア外交」など、両国の利益を見据えた大きな構想が日本側にあった。

Given Russia's strong sense of entitlement as a superpower, Japan will not succeed in advancing bilateral relations by simply repeating its "legitimate ownership" of the disputed islands.
大国意識の強いロシアを相手に「固有の領土」などの正論を繰り返すだけでは、関係は進めにくい。

Medvedev is scheduled to attend the Asia-Pacific Economic Cooperation forum in Yokohama this month.
 今月、横浜であるアジア太平洋経済協力会議(APEC)の首脳会議には、メドベージェフ氏も出席の予定だ。

We hope it will serve as an occasion for resetting Japan's policy toward Russia and asking the country to act with restraint.
日本の対ロ外交を立て直し、ロシアに自制を求める契機としたい。

Russian President Dmitry Medvedev visited Kunashiri Island in the northern territories on Monday, ignoring Japan's sovereignty. It was quite natural that Foreign Minister Seiji Maehara summoned the Russian ambassador immediately to protest the visit.
 我が国の主権をないがしろにする行為だ。前原外相がただちに駐日ロシア大使を呼んで抗議したのは当然である。

Medvedev is the first Russian head of state to make such a visit since the Soviet era.
 ロシアのメドベージェフ大統領が1日、北方領土の国後島を訪れた。大統領の北方領土訪問は、ソ連時代を含めロシアの国家元首として初めてだ。

Since the Russian president expressed his intention in late September to visit the disputed northern territories off Hokkaido, Tokyo has expressed strong concern and asked Medvedev not to do so through diplomatic channels. We find it extremely regrettable that he snubbed the request completely and visited the island.
 日本政府は、9月末に大統領が北方領土訪問の意向を示して以来、強い懸念を表明し、外交ルートを通じて訪問しないよう求めてきた。これをまったく無視しての訪問である。極めて遺憾と言わざるを得ない。

Some observers speculate that Medvedev's visit was meant to promote himself as a strong leader and consolidate his power base with an eye to reelection as Russian president in 2012.
 今回の北方領土訪問の背景には、2012年のロシア大統領選をにらみ、「強い指導者像」をアピールして権力基盤を固める狙いがあると見ることもできる。

DPJ has bungled affairs

However, that may not be the only reason. Ever since its inauguration last year, the Democratic Party of Japan-led government has strained Japan-U.S. relations over the relocation of the U.S. Marine Corps' Futenma Air Station in Okinawa Prefecture. It also recently failed to effectively deal with the souring of Japan-China relations triggered by the collision of a Chinese fishing vessel and Japan Coast Guard patrol boats off the Senkaku Islands.

Moscow has apparently exploited confusion in Japan's foreign policy under the DPJ-led government and tried to suppress Tokyo's demands that Russia return the northern islands of Etorofu, Kunashiri, Shikotan and the Habomai group of islets.

To change the present situation, Prime Minister Naoto Kan must overhaul the nation's diplomatic strategies, which are based on the Japan-U.S. alliance, as soon as possible.
 菅首相は、日米同盟を基軸とする外交態勢の全面的な立て直しを図ることが急務である。

Territorial negotiations between Tokyo and Moscow have been deadlocked for decades. While Japan has demanded the return of all of the islands, Russia only has expressed some ideas based on the Japan-Soviet Joint Declaration in 1956, which agreed just on the return of Habomai and Shikotan islands after the conclusion of a peace treaty between the two countries.
 日露間の領土交渉は、膠着(こうちゃく)状態にある。日本政府は4島の返還を主張しているのに対し、ロシア側は2島引き渡しをうたった1956年の日ソ共同宣言を基礎とする考えを示すにとどまっている。

Medvedev has so far proposed to take a "creative and flexible approach" toward solving the territorial dispute, which is different from the approach adopted during the Cold War years. However, he has only spoken of this approach and not shown any specific substance.

Japan's advanced technology and economic cooperation must be very attractive for Russia, which is trying to promote development in its Far Eastern region, but Medvedev's latest visit inevitably will chill Japan-Russia relations further.
 極東地域の開発促進を目指すロシアにとって、日本の先進技術や経済協力は魅力的なはずだが、ロシアが今回のような態度に出たことで、日露関係は一段と冷え込むことになるだろう。

Given the situation, we must be prepared for it to take a rather long time to solve the northern territories issue with Moscow.
 従って、北方領土問題の解決には相当な年限を要することを覚悟せざるを得ない。

Kan must strongly protest

The Russian president is scheduled to visit Japan in the middle of this month to attend the summit meeting of the Asia-Pacific Economic Cooperation forum in Yokohama. If Japan-Russia summit talks are held on the sidelines, Kan must resolutely protest Medvedev's provocative behavior.
 今月中旬には横浜でアジア太平洋経済協力会議(APEC)首脳会議が開かれ、大統領も来日する。日露首脳会談が行われれば、菅首相は、大統領の挑発的な行為に対し、毅然(きぜん)とした態度で抗議しなければならない。

He also should warn the Russian president that economic relations between the two countries will be negatively affected if Moscow continues to take such a hard-line stance.
 ロシア側が、引き続きこうした強硬姿勢をとるなら、日露間の経済関係にも支障が生じることを警告すべきだ。

It has become almost certain that Japanese firms will win contracts to construct two nuclear power plants in Vietnam. This will be the first time Japanese companies have won a bid to build a nw nuclear power plant in an emerging country.
 ベトナム政府が建設計画を進めている原子力発電所について、日本勢の受注が確実になった。
 原発を新たに造る新興国で、日本勢が建設を手がける初のケースとなる。

Japan, which has lagged behind international rivals in races to build nuclear power plants, is regaining ground through joint efforts by the public and private sectors.
 世界的な原発の受注競争で、これまで後れを取っていた日本が、官民挙げた活動により、巻き返しに成功した形だ。

Global demand for infrastructure, including nuclear power stations and high-speed railway networks, is estimated to reach 41 trillion dollars by 2030.
 原発や高速鉄道など、世界のインフラ(社会基盤)需要は、2030年までに41兆ドルに達すると推計されている。

Japan's chronically low birthrate and aging population will inevitably cause domestic demand for infrastructure to shrink in the future. This makes overseas markets all the more important. The forthcoming contract with Vietnam is a significant step forward.
 少子高齢化が進む日本では、将来的に国内需要の縮小が避けられない。それだけに、海外市場の開拓が重要であり、今回の受注成功の意義は大きい。

Public-private cooperation

With this Vietnam contract as a springboard, cooperation between the public and private sectors must be bolstered so Japanese firms can win contracts for a wide array of foreign infrastructure projects.
 これをバネに、今後も日本勢が様々な分野におけるインフラ整備事業を受注できるよう、官民の協調体制を、さらに強化していくべきである。

During their meeting in Hanoi on Sunday, Prime Minister Naoto Kan and his Vietnamese counterpart, Nguyen Tan Dung, agreed the two countries would work toward the early signing of a bilateral nuclear cooperation pact. In effect, this means Japan is a lock to construct two nuclear power plants in Vietnam.
 ハノイで31日に行われた菅首相と、ベトナムのグエン・タン・ズン首相の会談で、日本勢の受注が事実上、内定した。

The two plants will be built in the southern province of Ninh Thuan. Construction is scheduled to start in 2014, and the power plants are due to begin operating in 2020.
 ベトナム南部のニントゥアン省に建設される原発2基で、2014年の着工、20年の運転開始を目指している。

Earlier this year, Russia signed contracts to build Vietnam's first two nuclear power plants in the same province--the first stage of Vietnam's nuclear power project.
 ベトナムの原発計画では、今年初め、ロシアが、同じ省内に予定されている第1期の2基分の建設を受注している。

In December last year, a consortium of Japanese firms lost to its South Korean rival in a race to win contracts to build nuclear power plants in the United Arab Emirates.
 日本勢は昨年末、アラブ首長国連邦(UAE)の原発計画でも韓国勢に敗れた。

In both these cases, top Russian and South Korean leaders were instrumental in their nations' bids, and this reportedly helped their sides land the contracts.
 いずれも、ロシア、韓国の大統領が先頭となってトップセールスを強力に繰り広げ、それが受注につながったとされる。

Japanese companies, on the other hand, were running on their own and apparently stumbled in the race against their counterparts at the final stage.
 これに対し、日本側は企業が個別に対応したため、最終段階で競り負けたようだ。

Government backup crucial

Vocal government support can go a long way toward winning contracts for massive projects in an emerging country. Japanese firms excel in technology, but they clearly ended up missing the boat due to a lack of concrete government support.
 新興国における巨大プロジェクトでは、政府の発言力が強い。日本勢は技術力などで勝るものの、政府の後押しが足りず、それが敗因になったのは明らかだろう。

Reflecting on these failures, nine electric power companies and a public-private investment fund, among others, established the International Nuclear Energy Development of Japan Co. last month. The new company's main objective is to help Japanese firms win foreign orders for nuclear power plants.
 こうした事態を反省材料に、日本は先月、電力会社や官民共同の投資ファンドなどが出資し、海外での原発受注を目指す企業、「国際原子力開発」を設立した。

Ministers of the Kan Cabinet have been actively working on foreign governments to help Japanese firms win projects overseas. Securing the Vietnamese contract shows their efforts can bear fruit.
 菅内閣の閣僚も、各地で相手政府関係者に積極的に働きかけるようになった。こうした活動が、功を奏したといってよい。

Nuclear power plant construction projects are being planned in other Southeast Asian countries, including Indonesia, Thailand and Malaysia. In Vietnam, a rapid-transit system linking Hanoi with Ho Chi Minh is in the pipeline.
 アジアでは、インドネシアやタイ、マレーシアにも原発建設の計画がある。ベトナムでは原発以外に、ハノイとホーチミン間を結ぶ高速鉄道も計画されている。

Whether Japanese firms can win contracts for these projects will come down to whether the public and private sectors can pull in the same direction.
日本の官民挙げた体制の真価が問われるのはこれからである。

Isn't it important for the leaders of Japan and China to sit and talk in search of a breakthrough, especially at a time when their countries' relationship has gone sour?
 日中関係がこじれている時こそ、首脳同士がじっくり話し合い、事態の打開を図ることが重要ではないのか。

It is extremely regrettable that the leaders' "conversation" ended in just 10 minutes.
 わずか10分の“懇談”で終わったのは極めて遺憾だ。

Prime Minister Naoto Kan and Chinese Premier Wen Jiabao had a spontaneous informal meeting in a waiting room at the East Asia Summit in Hanoi on Saturday. During the brief meeting, the two leaders affirmed their continued efforts to promote strategic, mutually beneficial relations, but the discussion itself was rather superficial.
 ハノイで行われた菅首相と中国の温家宝首相との非公式会談のことである。東アジア首脳会議の会場控室で急きょ持たれた。日中が引き続き戦略的互恵関係を推進することを確認したが、中身のある協議には至らなかった。

At a press conference later in the day, Kan said he believes that Japan and China will be able to maintain their friendly relationship although various events have occurred between the two nations. However, it is undeniable that things turned out contrary to his initial expectations.
 菅首相は記者会見で、「日中間にいろいろな出来事が起きているが、友好関係は継続できると確信する」と述べたものの、当初の目算が狂ったのは否定できない。

Diplomatic zigzags

On Friday morning, the Japanese and Chinese foreign ministers arranged for a Kan-Wen meeting to be held that night. However, Chinese Assistant Foreign Minister Hu Zhengyue announced China's rejection of the Japan-proposed summit meeting at the very last minute.
 首脳会談は、29日午前の外相会談による事前調整を受けて、その夜に開かれる予定だった。ところが、土壇場になって中国の外務次官補が中止を公表した。

As a reason for China's rejection of the summit meeting, Hu touched on the issue of the Senkaku Islands and said Japan had colluded with other countries to exacerbate the issue. He also accused Japan of having distorted China's stance of honoring a common understanding between the two nations on the East China Sea issue in its statements about the content of the meeting between the Japanese and Chinese foreign ministers.
 次官補は、尖閣諸島について、「日本が他国と結託し、問題を煽(あお)った」ことや、外相会談の内容説明で「中国の立場を歪曲(わいきょく)した」ことを理由に挙げた。

In saying "colluded with other countries," Beijing apparently referred to a Japan-U.S. meeting of foreign ministers on Wednesday, at which U.S. Secretary of State Hillary Clinton clearly stated that the Senkaku Islands are subject to the Japan-U.S. Security Treaty, which obligates the United States to defend Japan. However, the remark is nothing new.
 「他国と結託」とは、クリントン米国務長官が、尖閣諸島について日米安保条約の防衛義務の対象と明言した27日の日米外相会談を指すのだろう。だが、これは何ら目新しいものではない。

In saying "having distorted China's stance," China apparently referred to a report by the French news service AFP, which said Japan and China had agreed during the foreign ministers' meeting to resume negotiations for a treaty on development of natural gas fields in the East China Sea. However, AFP issued a correction to the inaccurate report.
 「立場を歪曲」とは、仏AFP通信が配信した「外相会談でガス田条約交渉再開を合意」の記事とみられる。しかし、AFPは誤報記事として訂正した。

Flimsy pretexts to cancel

We cannot help but say these are extremely poor reasons for canceling summit diplomacy. The impression is inescapable that China avoided the meeting by citing reasons that cannot be reasons, one after another, for fear of a backlash from hard-liners in China.
 首脳外交を取りやめるにしてはあまりにもお粗末な理由と言わざるを得ない。中国国内の対日強硬派の反発を恐れて、理由にならない理由を並べて会談を避けた、とみられても仕方あるまい。

China's rejection of the latest proposed summit meeting has only strengthened the impression that the country is difficult to deal with.
 今回の会談拒否は、結果的に、中国が扱いにくい国であるとの印象を強めることになった。

China accepted the informal meeting that finally did occur, though it was a mere 10 minutes, apparently because Beijing is concerned that it would become isolated internationally if its continued rejection of an official summit meeting fed the perception that China is alien to the rest of world.
 中国も、10分とは言え、会談に応じたのは、正式な首脳会談を拒否したままでは“中国異質論”がますます広がり、国際的に孤立すると危惧(きぐ)したのだろう。

Chinese President Hu Jintao will visit Japan in mid-November to attend the meeting of the leaders of the Asia-Pacific Economic Cooperation forum.
 11月中旬には、アジア太平洋経済協力会議(APEC)首脳会議に出席するため、胡錦濤国家主席が訪日する。

China must not repeat this kind of behavior. We hope Beijing will accept an official summit meeting and tangibly demonstrate "mutually beneficial" relations by resuming negotiations for a treaty on development of the natural gas fields in the East China Sea, which it unilaterally suspended, and normalizing its rare earths exports to Japan.
 中国は、今回のような事態を繰り返してはならない。正式な日中首脳会談を開き、一方的に中断したガス田条約交渉の再開や、レアアース(希土類)輸出の正常化など、具体的な行動で「互恵」を示してほしい。

It is essential for Japan to maintain its stance to accept a dialogue with China any time and calmly respond to the situation.
 日本は、いつでも対話に応じる姿勢を維持し、冷静に対処することが肝要だろう。
