Lack of responsibility between state, TEPCO for nuclear disaster has deep roots

Is compensation over ongoing nuclear disaster the responsibility of Tokyo Electric Power Co. (TEPCO) which operates the stricken nuclear power plant, or the national government?
 原発震災の賠償は東京電力の責任か、政府の責任か。

According to a new nuclear disaster compensation bill that has been submitted by the Cabinet and is slated for deliberations in the Diet this week, the answer is this: "TEPCO, of course, but the government will provide TEPCO with some assistance."
「東電に決まっているが、政府としても東電のお手伝いはします」というのが、今週から国会で審議が始まる原子力損害賠償支援機構法案である。

The outlook for the bill's passage remains uncertain.
成立の見通しは立っていない。

The lacking presence of this bill and the challenges that lie ahead of it are symbolic of Japan's uneasiness stuck between the promotion of nuclear power and its elimination.
 この法案の頼りない存在感と前途多難は、原発推進と脱原発の波間をただよう日本の不安を象徴している。

If nuclear power is to be given another chance, it is obvious that the only viable way would be for the national government to take over its promotion.
 原発推進か、脱原発か。推進なら、もはや国営しか引き合わないことが明白だが、

The government, however, has yet to clarify its stand.
国の方針がはっきりしない。

The proposed bill ambiguously states that the government will "aid" the power company.
法案は、国が電力会社を「援助」するという微妙な言い回しだ。

It's an equivocal stopgap measure that neither pardons nor kills off TEPCO, and can be interpreted as the willingness or lack thereof on the part of the government to actually shell out any money.
東電を生かさず殺さず、国がカネを出すとも出さぬとも読める、急場しのぎの玉虫色。

This sums up the essence of the nuclear disaster compensation bill.
それが支援機構法案の特徴だ。

There was a tussle within the Cabinet prior to the creation of the bill, between 72-year-old Minister of State for Economic and Fiscal Policy Kaoru Yosano and Chief Cabinet Secretary Yukio Edano, 47.
 法案の作成に先立って閣僚間にバトルがあった。与謝野馨経済財政担当相(72)と枝野幸男官房長官(47)である。

Article 3 of the existing law on nuclear damage compensation states: "When nuclear damage has occurred owing to or during the operation of a reactor, etc., the nuclear operator who is engaged in the operation of the reactor, etc. on that occasion shall be liable for the damage."
 既にある原子力損害賠償法の3条は、電力会社に事故の賠償責任を負わせる一方、

However, it goes on to make an exception "for the case where the damage is caused by an extraordinarily grave natural disaster or by a serious social disturbance.
「異常に巨大な天災地変」は例外として免責と定めている。

Yosano argued that the latest case constituted "obvious exemption (from liability)," to which Edano objected: "Unless we make law revisions, we cannot reach that conclusion about the situation."
 「今回は当然、免責だ」と与謝野が言い、枝野が「法改正しない限り、そういう解釈は無理です」と反対した。

Yosano is a favored disciple of former Prime Minister Yasuhiro Nakasone, a pioneering figure in Japan's nuclear power policy.
 与謝野は日本の原子力政策のパイオニア・中曽根康弘元首相の愛弟子だ。

After graduating from college, Yosano joined the newly established Japan Atomic Power Co. on Nakasone's recommendation, where he dealt with insurance.
大学卒業後、中曽根の勧めで創立間もない「日本原子力発電」に入り、保険を担当した。

Edano, meanwhile, is a lawyer. This makes the dispute one between two experts.
枝野は弁護士。玄人同士のケンカである。

In the end, Edano won out.
 結局、枝野が押し切った。

This meant that TEPCO, which faces a massive excess of debts, will not be able to newly procure funds, threatening the stable supply of electricity.
そうなると、債務超過必至の東電は新たな資金調達ができず、電力の安定供給が揺らぐ。

This was what led the Cabinet to concoct the new nuclear disaster compensation bill.
そこで支援機構法案をひねり出したという流れだ。

Asked why Yosano buried the hatchet, he responded:
 矛を収めた理由を与謝野に聞くと、こう答えた。

"I was told by the Finance Ministry that the national government does not compensate disaster victims, and if TEPCO were to be exempted from paying restitution, then there would be no one to act as the agent of compensation."
 「国は被災者の補償はしないから、東電を免責すると賠償の主体がなくなっちゃう。財務省にそう言われてね」

The conflict has deep roots.
 バトルの根は深い。

I found through some research that the Kishi Cabinet, in stepping up its efforts toward the peaceful use of nuclear power, established a team of experts in 1958 led by renowned civil-law scholar Sakae Wagatsuma, to advise the government on the issue of compensation in the case of a nuclear disaster.
調べてみると、次のような経緯が分かった。1958年、原子力の平和利用へアクセルを踏んだ岸内閣は、高名な民法学者・我妻栄をトップとする専門家チームを設け、原子力災害の損害賠償について助言を求めた。

The team, which looked into how the issue of compensation was being handled in industrialized nations, submitted a report stating that state compensation payments were necessary in worst-case scenarios.
 先進国事情を調べた専門家チームは「万一の場合は国家補償が必要」と答申したが、

However, in the process of deliberating and passing the current law on nuclear damage compensation, which took the experts' recommendations into account and went into effect in 1961, state compensation was effectively eliminated.
それを踏まえた原子力損害賠償法(61年施行)の立法過程で国家補償は骨抜きにされた。

A section chief at the then Ministry of International Trade and Industry who worked on the bill revealed in a roundtable discussion that the watering down of state liability had been the wish of the Ministry of Finance at the time.
 それは大蔵省(現財務省)の意向だったと、法案作成にかかわった通商産業省(現経済産業省)の課長が、法律雑誌「ジュリスト」(61年10月15日号)の座談会で暴露している。

In the discussion, featured in the Oct. 15, 1961 issue of legal journal Jurist, the section chief said that the Finance Ministry had brushed off possible stipulation of state redress, declaring that "the state had never assumed direct responsibility for victims since the Meiji era."
「明治以来、被害者の直接賠償責任を国が負ったことはない」と財政当局が押し切った。

Wagatsuma, who moderated the roundtable discussion, expressed regret upon hearing what had happened behind the law-making scenes.
 座談会の中で、裏話を知った司会の我妻が嘆いている。

"To say that because the operator has no responsibility, neither does the state, and to deal with nuclear disasters in the same way as natural disasters like the (1959) Isewan Typhoon (Typhoon Vera) ... this is such a shame. If things were going to turn out this way, I feel we should have given things more thought."
「事業者も責任がないから国家にも責任がない、そして災害救助でやる、伊勢湾台風と同じに取り扱うという。非常に残念で、こうなるのだったら、もっと考えておくべきだったという気持ちもするのです……」

As it turns out, the irresponsibility of the government and TEPCO in the latest nuclear disaster has its roots in events that transpired half a century ago.
 原発震災をめぐる政府・東電の無責任体制のルーツは50年前にあった。

Nuclear power plants were still in their planning stages at the time, but today we live in a nuclear-dependent society.
当時は原発の構想段階だったが、いまや原発依存社会だ。

And still, the avoidance of responsibility continues, and it is by extension that the latest nuclear disaster compensation bill has emerged.
それなのに無責任体制は続き、その延長線上に支援機構法案の漂流がある。

The three criteria that Prime Minister Naoto Kan has listed as conditions for his resignation are the passage of the second supplementary budget for fiscal 2011, a special government bond bill and a renewable energy bill.
 首相の「辞任3条件」は補正予算、特例公債法案、再生可能エネルギー法案の成立だ。

The new nuclear disaster compensation bill didn't make the cut.
支援機構法案は入ってない。

This points to Kan's glaring lack of awareness regarding the significance of the problem.
問題意識が感じられない。

I question his sensibilities.
首相の感覚を私は疑う。

香山リカのココロの万華鏡:渕正信的な生き方 /東京

Readers may be surprised to hear that I am a pro wrestling fan, and I even belong to the fan club for referee Kyohei Wada.
 プロレスファンの私は、和田京平さんという名レフェリーのファンクラブに入っている。

At a recent club meeting, veteran wrestler Masanobu Fuchi also made an appearance.
先日その集い「京平会」に、これまたベテランレスラーの渕正信選手が参加した。

Fuchi is now 57 years old.
 渕選手は、現在57歳。

He made his debut at 20 and fought in bouts under legendary wrestler Giant Baba's All Japan Pro-Wrestling organization for his entire career.
20歳でデビューしてから、ずっとジャイアント馬場さんが設立した全日本プロレスという団体で試合をしている。

The wrestling world, however, underwent seismic changes during Fuchi's time in the ring, particularly when Giant Baba passed away in 1999, sparking strife and division in the organization.
For a while, there were even fears All Japan Pro-Wrestling would disintegrate, but Fuchi stuck with it even through its darkest moments.
途中、プロレス業界は激変し、とくに馬場さんが亡くなってからは分裂騒動が起きて団体じたいの存続が危ぶまれた時期もあったが、渕選手はその間もずっと居残り続けた。

Fuchi is not the type to glory in the limelight of the marquee bouts, but rather spends a lot of time fighting in earlier matches and letting younger wrestlers practice their moves on him, gaining him the nickname, "The First-Bout Demon."
華々しくメインイベントで活躍するタイプではなく、前半戦で若手に胸を貸すことが多いことから、「第一試合の鬼」などと呼ばれている。

Looking at his career, I sometimes find myself wondering how Fuchi compares to regular company employees.
 渕選手を会社員にたとえたらどうなるだろう、と私はときどき考える。

For example, imagine a new employee at a long-standing firm does well and nails down all her duties, but then gets caught in a wave of change that hits her entire industry.
 新入社員として老舗企業に入社し、順調に仕事を覚えたものの、業界じたいが変化の波にのみ込まれる。

The company founder dies, and coworkers leave one after another for new jobs or to start their own businesses.
創設者も亡くなり、先輩や同僚は状況を見つつ、転職したり起業を試みたりして次々に去って行った。

Our theoretical employee knows that even if she stays, prospects for promotion are slim to nonexistent.
自分もいまの会社にいても、これ以上、出世する見込みはなさそう、とわかっている。

But, even so, she remains, doing her work at the same efficient pace as ever.
 しかし、それでも、同じ会社で同じペースで仕事をし続ける……。

Generally speaking, this does not seem a wise life course in this day and age.
 これはおよそ、現代には似つかわしくない生き方だろう。

These days, it's thought clever to constantly build your appeal both inside and outside your office, hunt down good chances and change careers at the drop of a hat, always looking to better your position and your salary. もっと自分を内外にアピールして、チャンスを見つけて軽やかにキャリアチェンジし、年収や地位を上げていくのが“いまどきの賢い働き方”だと思われているからだ。

However, in this breathless daily competition you can think of your coworkers as nothing but rivals, while both your mind and your body slowly wear down under the strain, leading eventually to depression.
It is a simple truth that many a "business warrior" ends up just like this.
ただ、そういう息もつけない競争の毎日の中で、同僚のこともライバルとしか思えず、心身をすり減らして結局はうつ病などで倒れてしまう“ビジネス戦士”が多いのも事実だ。

Fuchi has never spent an extended time out of the ring due to injury or any other cause.
 渕選手は、ケガなどで長期にわたって戦線離脱したこともない。

He has persevered in the same organization and at the same level his entire career, and has earned the respect of both the wrestling world and its fans.
同じ団体で同じレベルを維持しながらの安定した試合ぶりは、いまではプロレス業界やファンの誰からも尊敬されている。

In person at the fan club meeting -- the first time I had ever seen him in regular street clothes -- he was the picture of gentleness and composure, and he greeted fans he was meeting for the first time, like me, and old acquaintances with equal grace.
そしてはじめて間近で見た私服姿の彼は、独特の余裕とおだやかさにあふれ、私のような初対面のファンにも昔からの知人にも、まったく違いなく同じように接してくれた。

Living life and working in a dog-eat-dog world isn't a bad thing.
 生き馬の目を抜くような生き方、働き方も悪くはない。

Your antennae are always up, you're always looking to grow, and the daily tension involved in always making sure you never miss a chance to move up can be good.
いつもアンテナを張り巡らせ、成長、向上の機会を逃さない緊張感の高い毎日を送るのもいいだろう。

But, I feel I have to say, for those of you rushing through daily life, what is it like to catch a glimpse of people like Fuchi, just moving along at their own pace?
 でも、と私は言いたいのだ。あわただしく走り回る人たちを横目に、いまいる場所でマイペースを保ち続ける「渕正信的な生き方」はどうですか、と。

For my own part, of course I think I want to do the same.
もちろん私もそうしたいと思っている。

タイ、脆弱な民主主義から堅固な民主主義へ

タイ、脆弱な民主主義から堅固な民主主義へ。

タイ国、初の女性首相誕生!かなり美人です。

タクシン元首相派と反タクシン派との対立が続くタイで3日(日曜日)、総選挙の投開票が行われましたが、大方の予想通り、タクシン氏の妹インラック氏(44)を首相候補とする最大野党のプアタイ(タイ貢献党)が299議席と過半数を獲得しました。アピシット首相が率いるプラチャーティパタイ(民主党)の132議席に大差をつける、ランドスライド的ビクトリーで、タイ国内は喜びに沸いています。

タクシン元首相がさっそくメディアにコメントしています。
報復はしない。和解を望む。(立派な人だと思います)

ここは、総選挙を実施したアピシット首相に敬意を表したいです。
総選挙をすれば負けることは分かっていたはずです。
それでも、民主主義のルールに従って、まだ任期を半年残しているのに議会を解散して総選挙を実施しました。
立派な人だと思います。
また、任期中にタイ経済をここまで伸ばしてくれた功績はとても大きいのです。
気さくで活動的な人柄で、国民の間でも人気が高かったです。

タイも、やっと夜明け前というところです。
軍は、クーデターはもうやらないと発言しています。
かなり明るい兆しが見えて来ました。

総選挙出口調査、タクシン派が圧勝

 7月3日に投票が行われた下院総選挙の出口調査が午後3時に発表され、タクシン派のタイ貢献党が299議席となり、民主党の132議席に大差をつけた。

 この出口調査は、アサンプション大学世論調査センター、チャンネル9、タイマスコミ機構による合同調査。

 今回の選挙は小選挙区(375議席)・比例代表(125議席)並立制で行われた。同出口調査によれば、比例代表区はタイ貢献党65議席、民主党40議席、小選挙区はタイ貢献党234議席、民主党92議席となった。

 このほかの政党であるが、国家威信党28議席、国家開発貢献党14議席、タイ国民開発党12議席、人民力党6議席、母国党3議席。また、元風俗王チュウィット党首のタイ友愛党が4議席と大健闘した。

 中央選管からの非公式発表は3日午後9時から10時にかけて行われる見通し。

 バンコク都内サパンクワイ地区の投票所で投票した40代男性は「朝から興奮していた。国の運命を決める歴史的選挙に参加できることを嬉しく思う」と話していた。

EDITORIAL: Japan needs focused economic policy to lay foundation for growth
復興と景気―回復軌道をしっかりと

A glimmer of hope appears to be growing in Japan's economic outlook, with growing signs of faster-than-expected recovery from the massive damage caused by the Great East Japan Earthquake and the ongoing nuclear crisis.
 大震災と原発事故に直撃された日本経済だが、景気の先行きには幸い、明るさが広がっているようだ。

The Bank of Japan's latest quarterly Tankan business confidence survey, conducted in June, showed that Japanese corporate sentiment had worsened sharply since the previous survey in March, especially in the auto and electronics industries, which had severe disruptions of parts supplies because of the March 11 disaster.
 日銀短観の6月調査で、企業が抱く足元の景況感は3月に比べて落ち込んだ。部品の供給網を寸断された自動車や電機などで大幅に悪化したためだ。

But by June, many Japanese companies were expecting economic conditions to improve significantly during the next three months, according to the survey.
 しかし、3カ月後の見通しでは、持ち直すとの見方が強い。

Manufacturing and distribution is rapidly returning to pre-quake levels, thanks to desperate efforts by workers.
企業現場の必死の努力で、生産や物流は完全復旧ペースを速めている。

Moreover, the widespread drop in consumer spending in the wake of the disaster started fading after about a month or so.
消費の自粛ムードも1カ月余りで峠を越えた。

People and businesses have started responding to possible power shortages with greater calmness.

It is encouraging to see many Japanese companies regarding the situation as a positive opportunity for change.

There is, however, growing uncertainty about the global economic outlook amid swelling government debt and rising inflation in many parts of the world.
 ただ、世界を見渡せば、政府債務の膨張とインフレの加速により、不透明感が増している。

In the United States, the Federal Reserve Board terminated its bond-buying program, known as QE2, at the end of June as scheduled after eight months of pumping money directly into the economy.

Europe is likely to face a crucial decision before long. A Greek debt workout would deepen concerns about other debt-riddled European countries.

Japan is facing its own litany of economic and fiscal woes.
 日本もひとごとではない。

If lawmakers use the crucial bill to allow the government to issue deficit-financing bonds as a tool for political maneuvering or cause the economic recovery to lose steam by dragging their feet on policy efforts for reconstruction, they would be doing a serious disservice to the world economy.
特例公債法案を政争の駆け引きに使ったり、復興策の遅れで景気が腰折れしたりすることは、世界経済にとってもマイナスだ。

Unlike other major industrial nations, Japan still needs to maintain its ultra-easy monetary policy.
 他の主要国とは違い金融緩和がまだ必要だが、

But it is imperative that Japan use the ample funds created by monetary easing effectively to promote new growth industries related to energy conservation and renewable energy, instead of allowing the funds to become idle money.
潤沢な資金を空回りさせず、省エネや新エネなど新たな成長産業の拡大に生かす。

Putting its economy firmly on the comeback trail is part of Japan's responsibility to the world, which has provided huge support for its efforts to deal with the aftermath of the disaster.
回復軌道への歩みを確実にすることが、震災で支援してくれた世界への責任でもある。

社説:玄海再稼働問題 安全への議論足りない

 私だけしか書けない事を書いて置く。

> 6月24日の早朝のNHKニュースで菊田真紀子外務政務官が来週早々にもミャンマーを訪問するというニュースが流れた。

> ミャンマー民主化運動主導者のアウン・サン・スーチーさんと会談し、ミャンマー軍事政権の高官と会って民主化への努力を要請するという。ミャンマー政府と民主化勢力のパイプ役を果たしてミャンマー外交で存在感を発揮したいという。

> 冗談じゃない。こんなふざけた外遊はない。いくら今の外務省に仕事がないからといってこんな税金の無駄遣いを許してはならない。

> 日本はこれまで欧米のどの国よりもアウン・サン・スーチーさんの解放に冷淡だった。日本はミャンマー軍事政権に相手にされなかった。

> おまけに菊田真紀子という政務官は、大震災直後のアジア外遊で買物と水浴に明け暮れ、それを日刊ゲンダイにすっぱ抜かれた前科のあるふざけた政治家だ。

> 今でも外務政務官にとどまっているのがおかしいぐらいだ。

> なによりも死に体菅政権に外交を行なう資格はない。影響力は皆無だ。

> 菊田真紀子のミャンマー外遊を許してはいけない。

> このブログを読んだメディアがここに書かれた事を検証してまともに報じるなら、この外遊は取り止めざるを得なくなるだろう。

> そのまま強行すれば菅民主党政権の命取りになる。それほどふざけた暇つぶし外遊なのだ。

↑こういうことがあったので、今回の菊田真紀子外務政務次官のビルマ外遊は異常なほどタイトな分刻みのスケジュールだったのでしょう。週刊誌やマスコミに後ろ指を指されたくなかったというのが本音ではないかと思いました。
6月28日の早朝にバンコク経由でビルマ入りしてすぐに新首都ネピドーに向かっています。ラングーンからネピドーまで確か400kmくらいあるはずです。ネピドーでビルマ政府の役人と折衝してからネピドーで晩餐会に出席しています。それで29日にはラングーンのスーチーさんに面会を果たしているので、まさに分刻みのスケジュールではなかったのかと推測されます。私はスーチーさんの英文を読み間違ってしまいました。水曜日というのが、翌日の水曜日じゃなくって来週の水曜日と解釈したためです。多分、上のブログを読んでいたので、知らない間に偏見が入り込んでいたような気がします。
菊田真紀子氏の今回のビルマ訪問はそれなりに成果があったと感じています。
少数民族問題や拘留中の政治犯の解放に関するものが、ネピドーでは議題になっていないのは、ちょっと残念ですが、精一杯頑張られたと思います。
今回は、いろんな意味でたいへん勉強になりました。
スーチーさん、菊田真紀子氏の訪問、喜んでいましたよ。

Discussion on nuclear safety still lacking after Fukushima crisis
社説:玄海再稼働問題 安全への議論足りない

Has anything actually changed since the outbreak of the nuclear crisis in Fukushima?
 東京電力福島第1原発事故の前と後で何が変わったのか。

When looking at the way the government and local bodies are handling the restarting of reactors at Kyushu Electric Power Co.'s Genkai Nuclear Power Plant, we can't help but wonder.
九州電力玄海原発2、3号機の再稼働をめぐる政府と自治体のやり取りを見ていると、こうした根本的な疑問を感じないわけにいかない。

Recently Economy, Trade and Industry Minister Banri Kaieda visited Saga Prefecture, where the Genkai nuclear plant is located, and asked Saga Gov. Yasushi Furukawa and Genkai Mayor Hideo Kishimoto to restart reactors at the plant.

The governor has given his approval, saying that safety has been cleared.
知事は「安全性の確認はクリアされた」とし、容認の意向を打ち出している。

The mayor holds the same view.
町長も同様だ。

But the grounds for allowing the reactors to be restarted are based on a stopgap measure: placing power-supply vehicles on standby.
 しかし、再稼働を認める根拠は電源車の配備といった応急処置だ。

Though Japan is experiencing a nuclear crisis, the government has not revised its earthquake-resistance guidelines or guidelines for reactor design safety inspections, or presented any other post-Fukushima safety standards including the handling of aging reactors.
これだけの事故を経験したにもかかわらず、耐震指針や安全設計審査指針の見直し、老朽原発の扱いにまで目配りした「福島後」の新たな安全基準を国が示しているわけではない。

All over Japan, local bodies hosting nuclear power plants face issues surrounding the restarting of reactors.  再稼働問題は全国の原発立地自治体が抱えている。

Naturally, decisions on whether to operate the reactors must be made case by case.
もちろん、稼働の是非は個別の原発ごとに判断すべきだ。

But it is possible that the Genkai case could become a model for the future.
しかし、玄海のケースは今後のモデルとなる可能性がある。

It is no good to make snap decisions while leaving fundamental post-Fukushima safety standards obscured.
「福島後」の根本的な安全確保のあり方をあいまいにしたまま、見切り発車するようでは困る。

Even if it takes some time for guidelines to be revised, the relevant concerns must be addressed.
指針の見直しに時間がかかるとしても、せめてこうした懸念には答えるべきだ。

One reason for the undermined trust in nuclear safety is the relationship between the Ministry of Economy, Trade and Industry and the Nuclear and Industrial Safety Agency (NISA).
 安全確保の信頼感を損なう一つの理由は、経産省と原子力安全・保安院の関係にある。

The unhealthy situation in which NISA, a regulatory body, belongs to the ministry, which promotes nuclear power, has been brought up many times in the past, and even the International Atomic Energy Agency has sought improvement to the situation.
規制機関である保安院が原子力推進の立場にある経産省に属することの弊害は再三指摘され、国際原子力機関(IAEA)からも改善を求められていた。

The government acknowledges the situation and has included plans to make NISA independent in a report on the crisis prepared for the IAEA.

But in spite of this, NISA has given a stamp of approval to the safety nuclear reactors -- one that is not limited to reactors at the Genkai plant -- and the Minister of Economy, Trade and Industry is using this to make requests to local bodies.

Furthermore, NISA itself has visited local bodies asking them to restart their reactors.

No clear view has yet emerged from Japan's Nuclear Safety Commission, which should be confirming the safety of nuclear power plants from its independent position.
 独立した立場から原発の安全を守るはずの原子力安全委員会の判断は示されていない。

Commission Chairman Haruki Madarame has stated that he doesn't know whether nuclear power plant safety has increased on the whole in the wake of the Fukushima crisis.
事故後の対策について、班目春樹委員長は「全体として安全性がどう高まったのかわからない」と述べている。

One suggested safety measure is using electric drills to bore holes in the ceiling of the reactor building to prevent a hydrogen explosion. The viability of such a measure is doubtful.
対策の中には原子炉建屋の天井に電気ドリルで穴を開けるという水素爆発防止策もあり、実効性に懸念も残る。

NISA should comprehensively examine the short-term safety measures and determine how far the risks have actually been lowered.
 保安院は、短期的対策を総合してリスクがどれほど減ったのか判断を示すべきだ。

The Nuclear Safety Commission should then evaluate this assessment from its independent position. Surely this is the least they could do.
それを安全委が独立した立場で評価することは、必要最小限の手続きではないか。

The crisis at the Fukushima No. 1 Nuclear Power Plant has taught us that a nuclear disaster does not impact only the municipality where the nuclear plant stands, but a wide area.

It is only natural for neighboring local bodies and their residents to worry about nuclear accidents.

We now need procedures and debate to put the lessons learned from the crisis into practice.

ビルマのスーチーさん、7月6日に民主党外務政務次官と会談予定。
スーチーさんは多分わらにもすがる思いだったのだろう。喜んでいた。
スーチーさんによると6月28日にはビルマ入りしているので一週間以上ビルマに滞在することになる。
分刻みの行動予定のオバマ大統領と、あまりにもかけ離れているので愕然とした。
先日、菊田真紀子氏は週刊誌で叩かれたばかりだ。
反省の色もない。今頃ラングーンで観光三昧か。

China needs to show restraint in South China Sea
社説:南シナ海 中国の自制が必要だ

Confrontations between China, Vietnam and the Philippines over the countries' territorial rights in the South China Sea are intensifying as a result of China's increasingly active maritime presence.
 南シナ海で領有権を争う中国、ベトナム、フィリピンなどの対立が強まっている。

In Vietnam, residents have staged anti-China demonstrations, and the Philippines started joint naval exercises with the U.S. military on June 28.
中国が艦船活動を活発化させているためで、ベトナムでは市民らの反中デモが続き、フィリピンは28日から米軍との合同軍事演習に入った。

Taiwan, which also claims territorial rights, is expected to begin military exercises of its own in the near future.
Even in Japan, which is still busy dealing with the aftermath of the Great East Japan Earthquake and tsunami, there has been an atmosphere of imminent military activity.
やはり領有権を主張する台湾も近く軍事演習を行うとされ、震災対応に忙しい日本にもきな臭い空気が伝わってくる。

The issue is certainly not merely someone else's problem.
 決して「対岸の火事」ではない。

The tension brings to mind friction between Japan and China last autumn over territorial rights to the Senkaku Islands in the East China Sea.
 思い出されるのは、尖閣諸島をめぐる昨秋の日中摩擦だ。

It is clear that China has adopted an expansion policy in the East and South China seas.
中国が東シナ海や南シナ海で「膨張政策」を取っているのは明白だろう。

China is said to be trying to increase its sphere of influence near Japan, between the line of islands extending from Kyushu to Taiwan and the Philippines, and the line connecting the Izu Islands, the Ogasawara Islands and Guam.
日本周辺では、九州から台湾、フィリピンなどを結ぶ第1列島線から、伊豆諸島-小笠原諸島-グアムと続く第2列島線へと勢力圏を東に拡大することを狙っていると言われる。

It seems that China has taken a step beyond the approach of hiding strength in modesty that was promoted by the late Deng Xiaoping.
Now, it appears that the country is trying to expand its own "inland sea," as if it were in competition against the United States.
中国は最高実力者の故トウ小平氏による韜光養晦(とうこうようかい)(謙虚に能力を隠す)路線を踏み越え、自国の「内海」を拡大して米国と張り合おうとしているようだ。

Vietnam's Ministry of Foreign Affairs said that this month a Chinese vessel fired a warning shot at a Vietnamese fishing boat near the Spratly Islands, and a Vietnamese research boat conducting an ocean floor survey within Vietnam's exclusive economic zone was obstructed by a Chinese vessel carrying cable-cutting equipment.
 ベトナム外務省によれば、南沙諸島周辺では今月、同国の漁船が中国艦船から威嚇射撃を受け、ベトナムの排他的経済水域(EEZ)で海底地質調査をしていた同国の探査船が、調査ケーブル切断装置を持つ中国船に活動を妨害された。

The ministry said that Chinese boats cut cables and fired warning shots the previous month as well.
先月にも中国船によるケーブル切断や威嚇射撃があったという。

In mid-June, Vietnam launched a military exercise in the South China Sea using live ammunition, increasing tension between Vietnam and China.
今月中旬、ベトナムが南シナ海で実弾演習に踏み切り、中国との緊張が高まった。

Furthermore, a Chinese maritime research vessel entered Japan's exclusive economic zone off Miyagi Prefecture on June 23.
 宮城県沖の日本のEEZ内に中国の海洋調査船が入り込む事件も起きている(今月23日)。

Such movements by Chinese vessels cannot be permitted.
こうした中国艦船の動きは容認できない。

No doubt China is eyeing oil resources in both the East and South China seas, but as Asia's largest country and a permanent member of the United Nations Security Council, it must refrain from sparking disturbances in the peaceful sea.
東シナ海にしろ南シナ海にしろ石油資源への思惑があるのだろうが、中国はアジアの大国として、国連常任理事国として、平地ならぬ穏やかな海に乱を起こす行動は慎むべきである。

No doubt China has its own case to make.
 もちろん中国にも言い分はあろう。

It says that problems in the South China Sea should be solved by the two countries that are involved -- and that the United States is not one of those parties.
中国側は言う。南シナ海の問題は2国間対話で解決すべきだ、米国は当事者ではない、と。

But as U.S. Secretary of State Hillary Clinton stated in the Two-Plus-Two security talks between Japan and the U.S., China has certainly raised tensions in the region.
Furthermore, there is criticism that Chinese vessels' firing of warning shots goes against the Declaration on the Conduct of Parties in the South China Sea, which China and the Association of Southeast Asian Nations (ASEAN) signed in 2002.
しかしクリントン米国務長官が日米安全保障協議委員会(2プラス2)で表明したように、中国が「地域に緊張をもたらしている」のは確かであり、中国艦船の威嚇射撃などは、中国と東南アジア諸国連合(ASEAN)が02年に署名した「南シナ海行動宣言」に反しているとの声も強い。

退陣3条件―自民党よ大人になって

Nearly one month after announcing his intention to resign "in due time," Prime Minister Naoto Kan on June 28 finally spelled out the conditions for his resignation--the enactment of a second supplementary budget, a bill on issuing special government bonds, and legislation concerning renewable energy.
 菅直人首相が「一定のめど」を口にしてから1カ月近く、やっと中身を明言した。
 第2次補正予算、特例公債法、再生可能エネルギー特別措置法の成立だという。

There were no surprises here, and we assumed the political confusion of recent days would finally come to an end and things would start moving.
 はっきりしてしまえば驚く内容ではない。やれやれ、これでようやく政治の混乱が収まり、前へ動きだす。

But we were wrong. The Diet remains stalled, with no prospects of these three bills becoming law.
 と、思いきや、国会は空転している。退陣3条件が整うめどが立たない。

One reason for this situation is that the opposition Liberal Democratic Party is up in arms over the Democratic Party of Japan's ploy to win over individual opposition lawmakers, one by one, by appointing Kazuyuki Hamada, an LDP member of the Upper House, as parliamentary secretary for internal affairs and communications.
 自民党が、復興関連人事で参院議員を総務政務官に一本釣りされたことに態度を硬化させているのが一因だ。

An irate LDP President Sadakazu Tanigaki stated, "This is tantamount to a declaration (by the DPJ's) that it wants no cooperation whatsoever from the LDP."
 谷垣禎一総裁は「自民党の協力は一切いらないという意思表示だ」と、かんかんだ。

Party Secretary-General Nobuteru Ishihara denounced the DPJ move just as vehemently. "All I can say is that the ruling party is completely untrustworthy," he said.
石原伸晃幹事長も「信用できないの一言に尽きる。

"There is no relationship of mutual trust to render any meaningful discourse possible."
議論を進める信頼関係がない」と切り捨てる。

Anger is boiling over within the LDP, with members decrying the ruling party's "foul play" and "declaration of war (on the LDP)."
 「これは禁じ手だ」「わが党に対する挑戦だ」など、党内の怒りも収まらない。

The LDP's ire is quite understandable. For all his calls for cooperation from the LDP, Kan has effectively hit the LDP where it hurts.
協調関係を求めておきながら、懐に手を突っ込んできた首相への批判が渦巻くのは当然のことだ。

But we wish the LDP would grow up.
 だが、ここは自民党にもっと大人になってほしい。

The people are disgusted with their prime minister, but they are also bitterly disappointed with the Diet that has lately done nothing but attack Kan.
 国民は、菅首相にあきれるとともに、首相を批判するだけで止まったままの国会に失望しているのだ。

All three bills cited by Kan are perfectly reasonable.
 3条件は、どれも当たり前の内容だ。

Actually, the fact that the prime minister has to step down in exchange for their legislation is an anomaly in itself.
それを進めるために首相が進退をかけなければならないこと自体がおかしい。

The last thing the people want is to see the ruling and opposition camps keep stabbing each other in the back.
さらに与野党が足を引っ張りあうさまは、国民には見るに堪えない。

We urge the LDP to settle down and look at the situation objectively.
 冷静に考えてみよう。

The second supplementary budget will provide for the distribution of dosimeters for children and the construction of ice-making facilities in disaster-damaged areas so fishermen will be able to resume operations.
 第2次補正には被災地で漁を再開するための製氷施設や、子どもへの線量計の配布が盛り込まれる。

Without legislation to enable special deficit-covering government bond issues, how can the nation finance post-disaster reconstruction work?
赤字国債を出すための特例公債法なしでは被災地の復興対応もままならない。

As for the proposed law to promote renewable energy, nobody could really oppose solar and wind power generation, irrespective of where they stand on nuclear energy.
再生エネ法も原発の是非はどうあれ、太陽光や風力の普及を図ることに異論はないはずだ。

The LDP has absolutely nothing to gain by blocking these bills.
 これらを止めて、自民党に何の利点があるのか。

Surely, the only way to prove its mettle as a party that ruled the nation for decades is to commit to passing these bills swiftly for the sake of survivors of the March disaster as well as the nation at large, and then unseat the Kan administration.
懸案を速やかに処理して、被災者やこれからの日本のために仕事をする。それで菅政権に終止符を打つ。それこそが長く政権を担ってきた自民党の本領ではないか。

The party must discern what's important and what's trivial, and not bother with the latter. Only then will the public regain their respect for the LDP.
 大事と些事(さじ)を切り分け、些事にはこだわらない。そうしてこそ、自民党の株も上がる。

We are certainly not saying the LDP should help to prolong the life of the Kan administration.
 首相の「延命」に手を貸せと言っているのではない。

On the contrary, the DPJ as a whole has already abandoned Kan, and there is no way his administration can survive.
もはや首相は党内でも孤立し、このまま政権が立ちゆくはずもない。

In fact, a general assembly of DPJ lawmakers of both houses of the Diet on June 28 clamored for Kan's early resignation. Even party executives did not conceal their disappointment with Kan.
 きのうの民主党両院議員総会でも、早く退陣せよと求める声が止まらず、執行部からも首相への不満が漏れた。

How long does the LDP intend to keep bickering with this effectively lame-duck administration?
 こんな首相と自民党はいつまでいがみ合うのか。

It's time for the LDP to roll up its sleeves and get the Diet moving.
