小6女子自殺―小さな命の叫びを聴く

Akiko Uemura, a sixth-grader living in Kiryu, Gunma Prefecture, who killed herself last month, wrote the following on a cartoon image she sketched in a notebook: "After all, friends are great!"
 「やっぱり『友達』っていいな!」と題した漫画をノートに残し、命を絶った群馬県桐生市の小学6年生、上村明子(うえむら・あきこ)さん。

The results of an inquiry conducted by the elementary school she attended were announced on Monday.
彼女が通っていた学校による調査結果が、明らかにされた。

Initially, the school denied that Akiko had been bullied.
 学校は初め、いじめの存在を認めなかった。

The report, however, concludes that harassment did in fact occur. It cites, for example, insults directed toward her by several of her classmates and the fact that she always ate her lunch alone. But it does not draw a clear link with her suicide.
報告では、複数の子から心ない言葉を投げかけられたこと、一人だけで給食を食べていたことから、いじめはあったと判断。ただ、自殺との関係は明らかではないとした。

With no suicide note found, a mere two weeks is insufficient to illuminate all the facts. It is utterly heartbreaking, however, that no one seriously listened or responded to this little girl's cries for help.
 遺書は見つかっておらず、わずか2週間での解明は難しい。それでも、小さな心の叫びをどこかで誰かが受け止められなかったかと、痛みが胸に刺さって抜けない。

Several basic lessons can be learned from this tragedy.
 いくつか教訓の芽を指摘できる。

One concerns the response to chaotic conditions in Akiko's sixth-grade class. There was reportedly a breakdown in discipline from the latter half of the first term, which ran from April.
Students were unruly and would wander away from their assigned groups during the lunch hour. They would ignore instructions from the class teacher.
 一つは、学級崩壊への対処のしかただ。1学期後半から子どもたちの落ち着きがなく、給食の班が乱れ、担任の指導も聞き入れられなかった。

In the midst of this confusion, it appears that Akiko found herself increasingly isolated. Other teachers stepped in to help deal with the issues in the class, but were unable to zero in on the anguish of one of its members.
クラス全体が混乱する中で、明子さんは孤立に追いやられたかに見える。他の先生も応援に入ったが、一人の苦しみまでには目がゆき届かなかった。

Both Akiko and her parents repeatedly complained about the verbal abuse. Each time her teacher responded by speaking with the perpetrators, making changes in group assignments and taking other steps.
 明子さんや家族から「嫌なことを言われる」といった訴えが、何度か寄せられた。そのつど担任は、相手の子に声をかけたり、班替えをしたりするなどの対応をとった。

Now we can only wonder what responses teachers could have taken in order to instill greater awareness in the bullying students of the impact of their behavior. Was Akiko provided with any refuge from her distress?
いじめた子たちに気づきを与えるには、どんな指導が望ましかったか。明子さんに、逃げ場を用意してあげられなかっただろうか。

Her family remains unconvinced by the principal's explanation. Both the school and the local board of education say the investigation will continue.
 校長らの説明に、家族は納得していない。学校や教育委員会は調査を続けるという。

Causes of suicide are generally difficult to pin down.
Nevertheless, no effort should be spared to share knowledge of what happened, reflect on the shortcomings in the response and issue a scrupulous explanation of the findings. Without such a process, there can be no recovery for those left behind or any hope of prevention.
一般に自殺は原因をつきとめにくいものだが、そうだとしても、何が起きたか事実を共有し、何が欠けていたか考え、丁寧に説明する。そうした過程なしには、残された者の回復と、真の再発防止はない。

We suggest enlisting outside experts. The children responsible for the harassment may also be hurt and may require counseling. The lessons ultimately brought to light should, furthermore, be widely shared with the rest of society.
 外部の専門家の知恵も借りてはどうか。いじめた子も傷ついているかもしれない。そのケアも必要だ。そのうえで、最終的にくみとれた教訓は、広く発信してほしい。

According to education ministry data, schools are aware of 165 student suicides in the last fiscal year. In nearly 60 percent of these cases, the specific circumstances surrounding the death of the children are listed as "unknown."
 文部科学省によると昨年度、学校が把握した児童生徒の自殺は165人。子どもが置かれていた状況が「不明」という事例が、6割近い。

All parents of suicide victims want to know why their children chose to kill themselves. In many cases, schools fail to conduct detailed inquiries and then allow the controversy to subside without uncovering the real causes.
 なぜ我が子が死んだか知りたいと、親は誰しも思う。なのに、学校が詳しい聞き取りをせず、原因をあいまいにしたまま沈静化を図ることが少なくない。

Denying from the outset that any bullying occurred is a sure way to invite mistrust.
最初からいじめを否定するといった対応は不信を招く。

Incidents of child suicide continue to occur nationwide.
 各地で子どもの自殺が続く。

In Kawasaki, where a third-year junior high school boy took his life this June, the city hall took three months to compile a report on the case.
 6月に中学3年の男子が自殺した川崎市では、3カ月かけて報告を作成。

In addition to acknowledging that harassment took place, the report also pointed to the student's psychological problems at that time, issues with guidance at the school in general and other factors. The boy's parents said the report was a first step toward trying to change today's schools.
いじめと認定したうえで、生徒の内面の葛藤(かっとう)や、学校全体の指導の問題まで指摘した。両親は「学校をどう変えるかに向かう第一歩」と評価した。

Just what were these troubled young people trying to tell us? It is the duty of adults to strain their ears and listen to the pleas of children in dire need.
 それぞれの命が訴えようとしたことは何だったか。耳を澄ませ、必死で探る。大人の責務である。

Japan remains uncertain on whether it will join a massive free trade framework that covers the Asia-Pacific region.
 アジア太平洋地域をカバーする巨大な自由貿易圏に加わるのかどうか、日本の姿勢は依然、あいまいなままだ。

The Cabinet on Tuesday approved the government's basic policy on economic partnership agreement strategies, a field in which Japan is lagging behind its competitors.
 政府は9日、出遅れた経済連携協定(EPA)戦略の基本方針を閣議決定した。

As for the Trans-Pacific Partnership, which was seen as a focus of the basic policy, the government ended up using vague expressions, saying that Japan would "move expeditiously to improve the domestic environment" and "initiate consultations with TPP member countries." Stopping short of declaring its intent to participate in the TPP, the government effectively put off making a final decision.
 焦点だった環太平洋経済連携協定(TPP)については、「国内の環境整備を早急に進め、関係国との協議を開始する」という表現にとどまった。参加を表明せず、判断を先送りしたものだ。

Last month, Prime Minister Naoto Kan expressed his intention to consider joining the TPP. It cannot be denied that the government's policy announcement Tuesday seemed to be a step backward from what Kan had said.
 菅首相が先月表明した「交渉参加の検討」と比べると、後退した印象が否めない。

If things continue to stand as they are now, we will be unable to expect increased international competitiveness from Japanese companies.
 このままでは、日本企業の国際競争力向上は望めない。

No time for inaction

We urge the prime minister to exert his leadership to decide on Japan's participation in the TPP before the Asia-Pacific Economic Cooperation summit meeting opens this weekend in Yokohama and announce the decision to the rest of the world.
週末に横浜で開くアジア太平洋経済協力会議(APEC)首脳会議までに、首相は指導力を発揮してTPP参加を決断し、その方針を国際的に表明すべきではないか。

As part of the basic policy on trade liberalization, it was also agreed that the government will draw up in June next year principles to reform agriculture, a sector that will be key to Japan's future handling of the TPP. The government likely intends to decide whether to take part in the regional economic agreement around that time.
 TPPへの対応で、カギを握る農業については、改革方針を来年6月に策定することを決めた。政府はその前後に、TPP参加の是非を判断するつもりらしい。

However, nine countries, including the United States and Australia, are already in negotiations on the TPP with a view to reaching an agreement in November next year. Given this schedule, it will be too late to draw up a reform plan on agriculture in June, and Japan will miss the chance to join negotiations on the agreement. The prime minister must bring forward the schedule on the agricultural reform plan, aiming to enter negotiations as soon as possible.
 しかし、TPPは米国や豪州など9か国が交渉中で、来年11月の合意を目指している。6月の農業改革案の策定では遅く、交渉参加の時機を逸してしまう。首相は策定を前倒しし、早期に交渉入りを目指さねばならない。

The government's policy on the TPP turned out to be vague as a result of confrontations, within both the government and the ruling Democratic Party of Japan, between TPP advocates and those who oppose market liberalization for farm products. They ended up compromising on ambiguous expressions.
 TPPの方針があいまいになったのは、政府と民主党内で、推進派と農産品の市場開放に抵抗する反対派が対立した結果、玉虫色の表現で妥協したからだ。

Is the door closing?

However, a significant difference exists between consultations for the purpose of gathering information and actual negotiations. With such vagueness in the TPP policy, Japan may be turned away at the door by other countries that are already in negotiations.
 情報収集を目的とする協議と実際の交渉とでは大違いだ。この方針では、日本は門前払いされる恐れもある。

In the first place, even if Japan officially announces its participation in the negotiations, it will have to gain approval from the nine countries to join the process. In addition, Japan will be subject to strict conditions to enter negotiations, such as not exempting certain products that are currently protected with high tariffs, such as rice, from tariff abolitions.
 もっとも、日本が交渉への参加を正式表明したとしても、9か国の同意が必要なうえ、高関税で保護しているコメなどの特定品目を関税撤廃の例外扱いにしないとの厳しい条件が課される。

Canada, which is reluctant to fully open its dairy product market, has not been allowed to join the TPP talks. With agricultural organizations and other parties opposing liberalization of farm products, Japan faces a high hurdle to joining the negotiations.
 乳製品の市場開放に消極的なカナダは、まだ交渉参加を認められていない。農業団体などが農産物の自由化に反対している中、日本の交渉参加のハードルも高い。

But if Japan does not join the TPP, the country will suffer tremendous disadvantages. The country will be excluded from the Asia-Pacific free trade framework and may lose trade and investment opportunities in the region.
 日本がTPP不参加の場合、不利益は甚大だ。アジア太平洋の自由貿易圏から締め出され、貿易や投資の機会を失いかねない。

A recent Yomiuri Shimbun survey showed that 60 percent of the public thinks the country should take part in TPP negotiations, a result that can be translated as indicating the public's high expectations for the TPP accord.
 本紙の全国世論調査で、6割がTPP交渉に参加すべきだと答えている。TPPへの期待の高さを示したと言えよう。

The prime minister is calling for "opening up the nation in the Heisei era [which began in 1989]," aiming to unite market liberalization and revitalization of the agricultural sector. With a number of difficulties lying ahead on the road to realizing those goals, the government will have to come up with concrete measures to promptly materialize them.
 首相は、市場開放と農業再生との両立を目指す「平成の開国」を掲げる。前途多難だが、迅速に実現する具体策が問われよう。

太平洋FTA―通商国家の本気を示せ

As the chair of this year's Asia-Pacific Economic Cooperation (APEC) forum, Japan is facing an important trade policy decision. During the APEC summit, to be held from Saturday in Yokohama, will Japan express a solid commitment to promoting the proposal to create a vast free trade zone encompassing wide areas surrounding the Pacific? Or will the host nation maintain a noncommittal attitude?
 アジア太平洋の広い地域にまたがる巨大な自由貿易地域づくりに向けて積極姿勢を示すのか。それとも、あいまいな態度に終わるのか。

Prime Minister Naoto Kan needs to exercise strong political leadership to ensure the right decision is made so that Japan, as a major trading power, can contribute to pushing the world economy into a new direction of development and lay the foundation for its own renewed economic growth.
 横浜市で13日から開くアジア太平洋経済協力会議(APEC)首脳会議で、議長国・日本の決断が問われようとしている。通商国家として世界経済の新たな発展の道筋に貢献するためにも、日本経済の浮揚のきっかけをつかむにも、菅直人首相の指導力が求められる場面である。

In his policy speech delivered at the beginning of the current Diet session, Kan pledged to consider Japan's participation in the Trans-Pacific Partnership (TPP) agreement.
 菅首相は今国会の所信表明演説で、「環太平洋パートナーシップ協定(TPP)」に「参加を検討する」と表明した。

Nine Pacific Rim countries, including the United States, Australia, Chile and Malaysia, are taking part in negotiations under the TPP initiative to create a highly effective free trade zone with no tariffs imposed on imports from other member countries.
米、豪、チリ、マレーシアなど太平洋を取り巻く9カ国が参加し、関税を撤廃した完成度の高い自由貿易地域づくりをめざしている。

For Japan, which has no choice but to seek trade-powered economic growth, it is not an option to stay away from a Pacific Rim free trade bloc in the making.
 通商国家として生きるしかない日本にとって、環太平洋に自由貿易圏が出来ようとしているのに参加しないという選択はありえない。

Kan made a natural move when he announced Japan's interest in joining the envisioned trade pact.
首相が参加に意欲を示したのは当然のことだ。

The prime minister, however, started wavering on the issue when the politically powerful farm lobby, which fears liberalization of agricultural imports, voiced objections to Japan's participation in the TPP agreement, provoking a loud chorus of opposition to the move within the ruling Democratic Party of Japan.
 ところが、農産物の輸入自由化を恐れる農業団体がTPPに反対の声をあげ、民主党内で反対論が勢いづくと、首相の姿勢は揺らいだ。

In a meeting of related ministers, the Kan administration decided to start talks with the countries involved in the TPP while making efforts to gather relevant information and swiftly improve the domestic environment for the initiative. But this is far from the clear and firm commitment the government should make.
 菅政権は閣僚委員会でTPPについて「情報収集を進めながら対応し、国内の環境整備を早急に進めるとともに、関係国との協議を開始する」との基本方針を決めた。だが、こんな姿勢では、あいまいすぎる。

Japan has been lagging in the race to conclude free trade agreements with major trading partners. South Korea's trade liberalization agreement with the European Union will come into effect in July next year. Seoul has also struck a free trade deal with the United States.
 日本は、自由貿易協定(FTA)交渉で出遅れた。韓国は来年7月に欧州連合(EU)とのFTAを発効させる。米国とのFTAも合意ずみだ。

As a result, Japanese auto and electronics manufacturers will be at a disadvantage in competition with their South Korean rivals.
日本の自動車、電機メーカーは、韓国企業より不利な立場に置かれる。

The situation must not be left unchanged.
 これは放置できない。

With their bottom lines being hurt by the yen's gain against the dollar, Japanese exporters are shifting production overseas at an accelerating speed.
円高ドル安で採算が悪化している輸出企業は、ただでさえ工場の海外移転を活発にしている。

A further deterioration of the competitive conditions for domestic production would have an even more serious impact on the job situation at home.
これ以上、工場の国内立地が不利になる環境になれば、雇用への影響はより深刻になる。

Kan has stressed the importance of job creation for the revitalization of the Japanese economy by chanting "jobs, jobs, jobs." If he wants to promote his job-focused policy agenda, he should make Japan's participation in the TPP a priority.
 日本経済の再生には「雇用、雇用、雇用」だと訴える菅首相の考えを貫くためにも、TPP参加は優先的に進めるべき政策のはずだ。

Japanese agriculture is beset by serious structural problems: declining production due to shrinking acreage of cultivated land and the aging of the population of farmers due to a shortage of young people seeking a career as a farmer.
 日本の農業は耕地面積が減って生産規模が縮小し、高齢化で担い手が不足するという構造問題を抱えている。

If these problems remain unsolved, there will be no future for Japan's agricultural sector. Radical reforms are urgently needed.
このままでは将来はなく、抜本改革を迫られている。

The TPP issue should be taken as a good opportunity to start tackling the reforms needed for development of Japanese agriculture.
TPP問題はむしろ、農業の新たな発展のための改革に取り組む好機ではないか。

The principal topic at the APEC summit in Yokohama will be the development of a Pacific Rim free trade zone.
 APEC首脳会議の主要テーマは、環太平洋の自由貿易圏づくりである。

If Kan, who chairs the conference, declares that Japan will join the TPP, he will make clear the direction Japan is going and open up a new vision for APEC's future.
議長の菅首相がここでTPP参加を宣言すれば、日本の針路をはっきり指し示すと同時に、APECの未来の展望も開けてくる。

That will also prompt positive responses to the idea from countries like China and provide a strong impetus for international efforts toward building an East Asian free trade bloc.
中国などの前向きな姿勢を引き出し、東アジア自由貿易圏づくりを加速する力ともなろう。

Kan must not dither on this crucial issue.
 首相はここで迷ってはいけない。

ミャンマー―不公正きわまる総選挙

On Sunday, Myanmar (Burma) held its first national elections in 20 years.
 ミャンマー(ビルマ)で7日、20年ぶりに総選挙が実施される。

The country's military government led by Senior Gen. Than Shwe, chairman of the State Peace and Development Council, touted the elections as the final step in a power transfer to a civilian government.
タン・シュエ国家平和発展評議会議長率いる軍事政権は「民政移管への仕上げ」と位置づけるが、

But there was little enthusiasm about the poll among the impoverished population of Myanmar, according to media reports.
盛り上がりは国中でほとんどみられないと伝えられている。

Under a Constitution established in 2008, the military appoints a quarter of the members of both houses of the parliament. The remaining seats are contested in elections.
 2008年に制定した憲法により、上下院の4分の1は軍が指名する。投票で決まるのはその残りだ。

The parties supporting the ruling junta fielded candidates in almost all electoral districts. Candidates who were officers in uniform until recently were expected to prevail thanks to their financial muscle and access to patronage resources.
 軍政の翼賛政党がほぼ全選挙区に候補を立てた。軍服を脱いだばかりの候補者たちが資金力や利益誘導などで圧勝する見通しだ。

The National League for Democracy (NLD), the main opposition party led by Aung San Suu Kyi, was dissolved by the military regime after it decided to boycott Sunday's elections.
 アウン・サン・スー・チーさんが書記長を務める国民民主連盟(NLD)は解党に追い込まれ、投票ボイコットを呼びかけている。

A splinter group from her party formed the National Democratic Force (NDF), but it was too little, too late. The NDF could not field many candidates and it had no blessing from Suu Kyi.
メンバーの一部が国民民主勢力(NDF)を結成したが候補者は少なく、スー・チーさんの支持もないので多くは望めない。

While the parties supporting the ruling junta mounted vigorous election campaigns, the pro-democracy groups didn't even have enough money to put up campaign posters.
 軍政派だけが盛んに選挙運動を展開する一方、民主化勢力は資金難でポスターを張ることもままならない。

With the election results completely predictable, the cynical mood among voters was not surprising.
勝負の行方も決まっていれば、国民がしらけるのは当たり前だ。

These were elections without legitimacy in the first place.
 そもそも正統性のない選挙である。

The military junta unilaterally nullified the results of the general elections in 1990, which had given the NLD 80 percent of parliamentary seats.
 軍政は、NLDが8割の議席を獲得した1990年の総選挙の結果を一方的にほごにし、不法な統治を続けた。

The junta unjustly detained Suu Kyi and her allies and kept them under house arrest.
スー・チーさんらを不当に拘束・軟禁し、今回の選挙から排除した。

すべて自らの権益を守るためだ。

There is no fairness in the way the elections were administered.
 選挙の実務も、公平さは確保されていない。

The junta required a high deposit for registering a candidate, making it difficult for the less-affluent opposition to run.
供託金を高額にして、野党候補の立候補を難しくした。

It also barred voting in a number of districts where ethnic minority groups have resisted military rule.
軍政に抵抗してきた少数民族が多数を占める地域では選挙の中止を決めた。

The government has even refused to accept foreign poll monitors and barred foreign journalists from entering the country to cover the elections.
 外国からの選挙監視団は断り、外国メディアの入国も認めない。

The military rulers apparently learned a lesson from their "mistake" of allowing foreign reporters to cover the last general election on polling day.
前回の総選挙で投票日に外国人記者らに取材を許したことが、大敗につながったという「教訓」からだろう。

There was little, if any, transparency in the election process on Sunday.
選挙の透明性はないに等しい。

Following the elections, a newly elected parliament will choose the president and form the Cabinet.
 選挙後、招集された国会が大統領を選び、組閣する。

That will complete the political process the junta describes as the country's "road map to democracy."
軍政のいう「民主化ロードマップ」の完成だ。

It can be said the elections were designed solely to give a semblance of legitimacy to military control of the government and the parliament.
 軍による政府と議会の支配を合法化する選挙といえる。

Since an amendment to the Myanmar Constitution requires a three-quarters majority in the parliament, the elections merely perpetuate the military dictatorship.
憲法改正には国会で4分の3を超す賛成が必要であり、圧政の固定化をも意味する。

Than Shwe, Myanmar's paramount leader known for his aversion to foreign travel, visited India in July and China in September.
 外遊嫌いのタン・シュエ議長が7月にインド、9月に中国を訪問し、

In meetings with these countries' leaders, he asked for their support for the elections.
首脳会談で総選挙の実施に理解を求めた。

The biggest obstacle to a fair election called for both in and outside the nation is China, which has its sights on resources in Myanmar and a supply route to the Indian Ocean.
 公正な選挙を求める内外の声を阻む最大の壁は、ミャンマーの資源とインド洋への補給路確保をねらう中国だ。

India, which is scrambling to build closer ties with Myanmar's military junta in response to China's moves, has expressed no critical view of the polls.
対抗して軍政に急接近するインドも、選挙に否定的な姿勢はみせない。

The governments of these and some other countries, including Thailand, which is importing natural gas from Myanmar, are showing little sympathy for the people of a neighboring country who have been suffering badly from often brutal violations of human rights.
天然ガスを輸入するタイなども含め、これらの政府には、人権侵害に苦しむ隣国の民への想像力が欠けている。

The Japanese government has been arguing that any election in Myanmar from which Suu Kyi is barred cannot be considered to be free or fair.
 日本政府はスー・チーさんが参加しない選挙は「自由で公正」とは認められないと指摘してきた。

Since Sunday's elections didn't meet this condition, Tokyo must take a tough stance toward Myanmar's new government.
それが果たされない以上、新政府に対して厳しい姿勢で臨まなくてはならない。

The deterioration of the Japan-China relationship has created unprecedentedly serious mutual distrust between the people of the two countries. The Japanese and Chinese governments should take this situation seriously.
 日中関係の悪化が、両国の国民に従来にない深刻な相互不信を生んでいる。両政府は、この事態を重く受け止める必要があろう。

In a survey jointly conducted late last month by The Yomiuri Shimbun and the Oriental Outlook Weekly, which is published by China's official Xinhua News Agency, a record 90 percent of Japanese people surveyed characterized the Japan-China relationship as bad.
 読売新聞と中国・新華社通信発行の週刊誌が先月下旬に実施した日中共同世論調査で、日本では「日中関係が悪い」と考える人が90%と過去最高になった。

The survey also showed that 81 percent of the Chinese people polled--a significantly higher percentage than in last year's survey--said the bilateral relationship is bad. The results clearly indicate that each people's view of the other's country has deteriorated to an unprecedented extent.
 中国側も81%と大きく後退し、相手国に対する国民意識がかつてないほど悪化していることが鮮明になった。

The Japan-China relationship took a turn for the worse over the issue of former Prime Minister Junichiro Koizumi's visits to Yasukuni Shrine, but later gradually improved. However the bilateral relationship has quickly cooled off due to a collision incident in September between a Chinese fishing boat and Japan Coast Guard vessels off the Senkaku Islands and growing anti-Japan demonstrations.
 日中関係は、小泉元首相の靖国神社参拝問題で悪化したものの、その後、緩やかに好転していた。それが尖閣諸島沖の中国漁船衝突事件と、反日デモの高まりで、一気に冷え込んだ格好だ。

According to the survey, only 7 percent of the Japanese polled said China was trustworthy, while just 15 percent of the Chinese people viewed Japan as trustworthy. Both figures were substantially lower than in last year's survey.
 調査によると、中国を信頼できるという日本人はわずか7%、日本を信頼できるという中国人も15%に過ぎない。いずれも前年の調査に比べて激減している。

Mutual dependence a fact

Japan has been increasingly dependent on the fast-growing Chinese economy. China, meanwhile, has high expectations for the transfer from Japan of environmental and energy-saving technologies.
 発展する中国経済への日本の依存度は高まっている。中国も、日本の環境・省エネ技術の移転などを期待している。

Now is the time for Japan and China to build a cooperative framework, but it is unavoidable that mutual economic progress will continue to encounter obstacles given the waning mutual trust between the people of both nations.
 今こそ日中の協調体制を築くべき時なのに、両国民の間に信頼感が薄れているというのでは、今後の両国の経済発展に支障が出るのも避けられまい。

It should be noted that 89 percent of the Japanese people surveyed said they felt anxious that China, backed by its economic and military power, would increase diplomatic pressure on other countries.
 調査の中で注目すべきは、「中国が経済力や軍事力を背景に他国に外交圧力を強めていくという不安を感じる」という日本人が89%にのぼっていることである。

Furthermore, 79 percent answered that they felt a military threat from China. The number is second only to the 81 percent who said they perceived such a threat from North Korea.
 さらに、中国に対し79%の人が「軍事的脅威」を感じていると答えている。これは、北朝鮮に対する81%に次ぐ高さだ。

These findings proved that the Japanese public takes seriously recent events such as the calling off of Japan-China exchanges following the collisions, China's restrictions on rare earths exports to Japan and China's lengthy detention of Japanese employees of Fujita Corp.
 漁船衝突事件をめぐる日中交流の打ち切りやレアアース(希土類)の対日輸出規制、さらに日本人社員の長期間にわたる拘束などを、日本側が深刻に受け止めている証左であろう。

Public unconvinced on China

Asked about the future bilateral relationship, about 60 percent of the Japanese people surveyed said they thought it would remain unchanged. China must take responsible actions appropriate to its growing economic and military strength to improve a bilateral relationship that has gone sour.
 今後の日中関係について、日本側の6割は「変わらない」と答えている。こうしたこじれた関係の改善に向け、中国は、増大する経済力と軍事力に見合う責任ある行動を取らなければならない。

In addition, it is important for China to seriously address and resolve pending bilateral issues such as resuming negotiations on a treaty to develop natural gas fields in the East China Sea, and easing rare earths export restrictions.
 加えて、ガス田条約交渉の再開やレアアース輸出規制の是正など、日中間の懸案の解決に真剣に取り組むことが大切だ。

First and foremost, it is essential for the Japanese and Chinese governments to make continued diplomatic efforts to create an environment in which both nations' leaders can talk calmly and deliberately.
 まずは、お互いの首脳同士が冷静にじっくり話し合える環境を整えるため、両政府が外交努力を重ねることが肝要である。

Beyond just loudly advocating the advantages of a strategic, mutually beneficial relationship, both sides need to ensure that substantial steps are taken toward this goal, which would be tangible progress toward restoring mutual trust between the people of the two countries.
 「戦略的互恵関係」をただ声高に唱えるだけでなく、実のあるものにすることが、両国国民の信頼関係を取り戻す一歩になる。

EDITORIAL: Leak of terrorism data
公安情報流出―対テロの足元が揺らいだ

As Japan prepares to receive foreign government leaders who will gather in Yokohama for the Asia-Pacific Economic Cooperation forum, an incident that shook police counter-terrorism measures from their foundation occurred.
 横浜に各国首脳が集まるアジア太平洋経済協力会議(APEC)を前に、日本のテロ対策が根底から揺らぐ事態が起きた。

Confidential information believed to be internal documents of the Metropolitan Police Department and other authorities spread on the Internet through file-sharing software. Many of the leaked documents seem to have been made by the Third Foreign Affairs Division of the MPD's Public Security Bureau to investigate and gather intelligence on international terrorism. The division was set up after the Sept. 11, 2001, terrorist attacks on the United States.
 警視庁などの内部資料とみられる文書が、ファイル共有ソフトを通じてネット上に広がっている。2001年の米国同時多発テロを受けて、国際テロ捜査や情報収集のために警視庁公安部に設けられた外事3課が作成したものが中心のようだ。

They include information on foreigners believed to have collaborated with police investigations and plans to question Muslims based on requests by the U.S. Federal Bureau of Investigation. In short, police strategy on fighting terrorism has been exposed. A large volume of personal information, including the addresses and mug shots of ordinary citizens and their contacts, was also leaked.
 捜査の協力者とされた外国人の情報や、米連邦捜査局の要請にもとづくイスラム教徒の聴取計画……。警察の対テロ態勢の手の内が暴露された。一般市民の住所や顔写真、交友関係など、多くの個人情報も漏れ出した。

The potential damage to people whose names have been exposed is serious. Some people who provided information to police were listed as having suspected ties with terrorist organizations. If their cooperation with investigators is exposed, their safety could be jeopardized. Under such circumstances, no one would be willing to talk to police.
 名前をさらされた人たちの被害は深刻だ。要請に応じて知っていることを話したら、テロ組織とのかかわりを疑うような記述をされた人がいる。捜査に協力したことがわかれば、危害が及ぶ恐れもある。これでは、警察に話をしようという人はいなくなる。

The situation also damaged the international reputation of the Japanese police. Investigative organizations across the world are trying to prevent terrorism by exchanging secret information. If Japan is seen as incapable of guarding secrets, it would be left out of such networks.
 国際的な信頼も地に落ちた。各国の機関は極秘情報を交換してテロを防ごうとしている。日本は秘密が守れないとみなされれば、そうした連携から外されてしまう。

Out of regard for investigative organizations of other countries, Japanese police are reluctant to admit the leaked documents are their own. But it would be preposterous to use this as an excuse to sweep the problem under the rug.
 警察は他国の機関への手前、文書が自分のところのものとは認めにくい。だがそれを言い訳に、事態の処理をうやむやに済ませるのは論外だ。

Japanese police have already lost credibility. They are urged to specify the documents and ask webmasters of the sites that still carry the leaked information to delete as much of the data as possible. They must also sincerely apologize to the people who suffered because of the leak and try to ensure their safety. And obviously, they must thoroughly check how the information leaked.
信義は既に損なわれている。文書を特定し、漏れた情報が残っているサイトの管理者に可能な限り削除を求める。被害を受けた人に誠実にわび、安全確保に努める。もちろん、流出した経路を徹底して調査しなくてはならない。

Based on an analysis of the data, it is likely that the leakage was done deliberately.
 データの解析から、情報は意図的に持ち出された疑いが強まっている。

If an outsider could have access to so many internal documents, what ties did that person have with the police? If it was an insider, what antipathy or complaints did he or she have?
 外部の人物がこれだけの文書に近づけたとすれば、警察とどんな関係を保っていた人物か。内部ならば、どんな対立や不満があったのか。

The Public Security Bureau of the MPD is virtually the core of Japan's intelligence activities. It has monitored the moves of people deemed dangerous and nurtured providers of information in and around related organizations.
 警視庁公安部は、日本の情報活動の中心機関といっていい。危険とみなした人物の動きを監視し、対象団体内や周辺に情報提供者を養成してきた。

It is difficult to see possible problems at the bureau from the outside because it tends to try to protect itself. Its methods and secretive nature have been a target of deep-rooted criticism.
問題を抱えても、組織を守る論理が先に立ち、外からは見えにくい。その手法と秘密主義には批判が根強い。

However, since international terrorism occurs frequently, more people have come to understand that the foreign affairs division of police that tracks the moves of illegal foreign organizations is a requirement of the times.
 だが国際テロが頻発するなかで、外国からの不法組織を追う外事警察は、時代が求める分野だという理解は広がっているだろう。テレビドラマになったのも記憶に新しい。

To recover public trust in police activities to protect the safety of modern society, the fiasco must be immediately clarified.
 現代社会の安全を守る警察活動への信頼を取り戻すためにも、今回の失態の解明は急務といえる。

As the representative of the public, the National Public Safety Commission that oversees police administration is urged to demand a report and provide guidance to prevent a recurrence.
警察行政を管理する国家公安委員会は報告を求め、市民の代表として再発防止の指導をしなければならない。

The systems to manage information must be re-examined.
 情報の管理態勢を見直すのは言うまでもない。

It may also be necessary to avoid computerization of sensitive information whose handling requires the utmost care.
取り扱いが微妙なものは電子化を避けることも必要だろう。
